Box 4025 <br /> 1001 "I" Street <br /> Sacramento, CA 95812-4025 <br /> Subject: Analytical Results for Stockpile Soil Samples Collected from Small Waste <br /> Disposal Area, Tracy Tire Fire Site, San Joaquin County, California <br /> Dear Mr. Thalhamer: <br /> This letter provides a summary of the analytical results for samples collected at the Tracy <br /> Tire Fire Site on April 8, 2003, under the direct supervision of the California Integrated <br /> Waste Management Board (CPKMB). <br /> A total of six samples were collected from three areas (XX, YY, and ZZ) within the <br /> approximately 1,000 cubic yard stockpile. The samples were submitted to a State-certified <br /> laboratory, Severn Trent Laboratory, Inc. (STL), for chemical analysis. One sample from <br /> each of three areas within the stockpile was submitted for metals analysis by EPA Method <br /> 6020 and 7471A. A second sample from each area was submitted for analysis of semi- <br /> volatile organic compounds, volatile organic compounds, petroleum hydrocarbons and <br /> water content. Attachment 1 provides a summary of the analytical methods and results. <br /> The concentrations of metals detected in the stockpile soil samples are well below federal <br /> (Resource Conservation and Recovery Act [RCRA]) and state (non-RCRA) guidelines used <br /> to classify waste as Class I hazardous waste. Based on the results, a California permitted <br /> Class II/III landfill facility should be contacted regarding acceptance of the stockpiled soil <br /> for disposal. <br /> Field sampling was conducted in accordance with the April 21, 2003 "Site Sampling Plan <br /> for Small Waste Disposal Areas, Soil Sampling and Characterization, Tracy Tire Fire <br /> Site," prepared by LFR for the CPKMB.
