MUR
LEVINE•FRICKE
April 30, 2003 LFR 003-09025-00-005
Mr. Todd Thalhamer
Project Manager
California Integrated Waste Management Board
P.O. Box 4025
1001 "I" Street
Sacramento, CA 95812-4025
Subject: Analytical Results for Stockpile Soil Samples Collected from Small Waste
Disposal Area, Tracy Tire Fire Site, San Joaquin County, California
Dear Mr. Thalhamer:
This letter provides a summary of the analytical results for samples collected at the Tracy
Tire Fire Site on April 8, 2003, under the direct supervision of the California Integrated
Waste Management Board (CPKMB).
A total of six samples were collected from three areas (XX, YY, and ZZ) within the
approximately 1,000 cubic yard stockpile. The samples were submitted to a State-certified
laboratory, Severn Trent Laboratory, Inc. (STL), for chemical analysis. One sample from
each of three areas within the stockpile was submitted for metals analysis by EPA Method
6020 and 7471A. A second sample from each area was submitted for analysis of semi-
volatile organic compounds, volatile organic compounds, petroleum hydrocarbons and
water content. Attachment 1 provides a summary of the analytical methods and results.
The concentrations of metals detected in the stockpile soil samples are well below federal
(Resource Conservation and Recovery Act [RCRA]) and state (non-RCRA) guidelines used
to classify waste as Class I hazardous waste. Based on the results, a California permitted
Class II/III landfill facility should be contacted regarding acceptance of the stockpiled soil
for disposal.
Field sampling was conducted in accordance with the April 21, 2003 "Site Sampling Plan
for Small Waste Disposal Areas, Soil Sampling and Characterization, Tracy Tire Fire
Site," prepared by LFR for the CPKMB. A summary report documenting the methods,
procedures, locations, and results will be provided under separate cover.
4080 Cavitt Stillman S.
