LFR Levine-Fricke <br /> 1.0 INTRODUCTION <br /> This work plan presents proposed methods and procedures to install one groundwater <br /> monitoring well, one production well, and to conduct quarterly groundwater <br /> monitoring and reporting at the Tracy Tire Fire Site located in San Joaquin County, <br /> California ("the Site"; Figure 1). This work plan was prepared by LFR Levine-Fricke <br /> (LFR) on behalf of the California Integrated Waste Management Board (CIWMB) in <br /> response to a request from the Regional Water Quality Control Board (RWQCB). <br /> 1.1 Site Description <br /> The Tracy Tire Fire Site consists of approximately 50 acres of land located between <br /> the Teichert Aggregate and RMC Pacific Materials aggregate mining operations in <br /> Tracy, California (Figure 1). The Site is located at 29425 South MacArthur Road <br /> (Section 9, Township 3 south, Range 5 east of the Mount Diablo Base Meridian) <br /> (Ecology and Environment, Inc. 2002). The Assessor's Parcel Number (APN) for the <br /> Site is 253-120-26. The Site is a former gravel quarry, with associated surface <br /> topography consisting of irregular hills and gravel pits. The surrounding natural grade <br /> f is approximately 60 feet higher than the gravel pits within the Site (Figure 2). Land <br /> within 1,000 feet of the facility is typically used for mining aggregate material such as <br /> gravel and other surrounding land is left as unused open space. There is a gunite-lined <br /> irrigation ditch adjacent to the east side of the project site that transmits fluctuating <br /> volumes of water throughout the year. <br /> Approximately 7 million tires were illegally stored in 34 distinct piles located in gravel <br /> pits at the Site (Figure 2; Ecology and Environment, Inc. 2002). Waste tire materials <br /> in these piles caught fire in 1998 and burned for approximately two years, leaving <br /> behind tire waste materials. Material burned in the fire included drums of oil filters, <br /> abandoned vehicles, trailers, and other miscellaneous equipment and debris. The fire <br /> began at the facility on August 7, 1998, and the remaining smoldering patches were <br /> extinguished by a subcontractor under the direction and supervision of the CIWMB <br /> during December 2000. <br /> 1.2 Site Geology and Hydrogeology <br /> Soils encountered at the Site during previous investigations consist of silty gravel with <br /> interbedded clayey silt lenses to a depth of approximately 25 feet below the average <br /> gravel pit elevation. Silt and sand with varying amounts of gravel and clay occur at a <br /> depth of 25 to 300 feet below ground surface (bgs). The Corcoran Clay is encountered <br /> j at depths ranging from 300 to 380 feet bgs (Ecology and Environment, Inc. 2002). <br /> Groundwater occurs in two water-bearing zones at the Site: an upper water-bearing <br /> zone and a lower water-bearing zone. The upper water-bearing zone (i.e., the water <br /> table) is encountered at an approximate depth of 75 feet bgs. The lower water-bearing <br /> unit is encountered at an approximate depth of 380 feet bgs, and is separated from the <br /> Tracyyvly-same-rpt-wrkpin(final):)EE Page 1 <br />
