i <br /> LFR Levine-Fricke <br /> 1.0 INTRODUCTION <br /> This report presents the results of well installation and groundwater monitoring <br /> activities recently completed at the Tracy Tire Fire Site located in San Joaquin County, <br /> California ("the Site"; Figure 1). LFR Levine-Fricke (LFR) has prepared this report <br /> on behalf of the California Integrated Waste Management Board (CIWMB) for <br /> submittal to the Regional Water Quality Control Board (RWQCB). All activities were <br /> conducted in accordance with the "Work Plan for Groundwater Monitoring Well and <br /> Production Well Installation and Quarterly Groundwater Monitoring at the Tracy Tire <br /> Fire Site Royster Tire Facility Tracy, California," dated May 6, 2003 ("the May 2003 <br /> work plan"). The May 2003 work plan was approved by the RWQCB in a letter dated <br /> May 5, 2003 to Chris Sherman of the DTSC and Todd Thalhamer of the CIWMB. <br /> 1.1 Site Description <br /> The Site consists of approximately 50 acres of land located between the Teichert <br /> Aggregate and RMC Pacific Materials aggregate mining operations in Tracy, <br /> California (Figure 1). The Site is located at 29425 South MacArthur Road (Section 9, <br /> Township 3 south, Range 5 east of the Mount Diablo Base Meridian) (Ecology & <br /> Environment, Inc. [EEIj 2002). The Assessor's Parcel Number (APN) for the Site is <br /> 253-120-26. The Site is a former gravel quarry, with associated surface topography <br /> consisting of irregular hills and gravel pits. The surrounding natural grade is <br /> approximately 60 feet higher than the gravel pits within the Site (Figure 2). Land <br /> within 1,000 feet of the Site is typically used for mining aggregate material such as <br /> gravel and other surrounding land is left as unused open space. There is a gunite-lined <br /> ii irrigation ditch adjacent to the east side of the project site that transmits fluctuating <br /> volumes of water throughout the year. <br /> ' I <br /> 1.2 Site History <br /> Approximately 7 million tires were illegally stored in 34 distinct piles located in gravel <br /> pits at the Site (Figure 2; EEI 2002). Waste tire materials in these piles caught fire in <br /> 1998 and burned for approximately two years, leaving behind tire waste materials. <br /> Material burned in the fire included drums of used oil filters, abandoned vehicles, <br /> trailers, and other miscellaneous equipment and debris. The fire began at the facility <br /> on August 7, 1998, and the remaining smoldering patches were extinguished by a <br /> subcontractor under the direction and supervision of the CIWMB during December <br /> 2000. <br />' I <br /> I <br /> TTF QMR Q2-03 FINAL(7-28-03):IEE Page 1 <br />
