SUR <br /> Weather conditions during the surveys included daytime temperatures from 85 to 103 degrees <br /> Fahrenheit. Temperatures at night were approximately 80 degrees Fahrenheit. Conditions were mild <br /> with little to no wind and excellent visibility. Surveys took place on July 29 through 31, 2003 and on <br /> August 1, 2003. The Site was surveyed once on July 29 from 12:30 p.m. to 4:30 p.m. and from 7:30 <br /> p.m. to 10:45 p.m. The Site was surveyed in the evening on July 30 and 31 from 6:00 p.m. to 11:00 <br /> p.m., and on August 1 from 6:30 am to 10:00 am.Nikon 8x40 roof prism binoculars were used to <br /> scan the Site for burrowing owls and other signs that might indicate their presence. Surveying after <br /> dark included driving slowly through the Site using a 1,000,000 candle-power spotlight to detect <br /> burrowing owl activity. <br /> Field notes documenting observations from the survey were maintained and digital photographs of <br /> significant Site features were taken. Potentially suitable burrowing owl habitat within 150 meters of <br /> the Site boundary on adjoining properties was also surveyed. <br /> Results and Conclusions <br /> The Site presents suitable habitat for the western burrowing owl; however, the pre-construction <br /> survey conducted by LFR wildlife biologists did not indicate evidence for species presence at the <br /> Site. The Site has an adequate number of potential burrows to serve as shelter for burrowing owls. <br /> There is at least one nearby water source and the available prey base appears to be adequate. <br /> Disturbance from people in the area, at least recently, also appeared to be negligible; however, this <br /> cannot be confirmed. There are various shooting targets set up at the Site and hundreds of spent shot- <br /> gun shells on the ground surface indicating that people have been using the Site for target shooting <br /> purposes. Additionally, the CNDDB search of the Tracy quadrangle indicates seven reports of <br /> burrowing owl observations in close proximity to the Site from 1991-2001. Despite favorable Site <br /> conditions, the survey results indicate that there are no western burrowing owls residing at the Site at <br /> this time. <br /> The results of the pre-construction burrowing owl survey indicate that it is safe to proceed with <br /> remediation activities at the Site. Evidence indicating the presence of burrowing owls on the Site was <br /> not discovered. Although the Site does not currently support burrowing owls, the habitat present at <br /> the Site could attract burrowing owls in the future. As required under CEQA,the work to remediate <br /> the Site should begin no later than 30 days following the completion of the sensitive species pre- <br /> construction surveys. <br /> Burrowing Owl Survey Rpt{draft3}:L 4 <br />
