CALIFORNIA ENVIRONMENTAL QUALITYACT <br /> INITIAL STUDY <br /> The Department of Toxic Substances Control(DTSC) has completed the following Initial Study for <br /> this project in accordance with the California Environmental Quality Act(§21000 at seq., <br /> California Public Resources Code) and implementing Guidelines (§15000 et seq., Title 14, <br /> California Code of Regulations). <br /> L PROJECT INFORMATION <br /> Project Name: <br /> Remedial Action Plan for Pyrolytic Oil- and Metals-Affected Soil at the Tracy Tire Fire Site <br /> Site Location: <br /> The Tracy Tire Fire Site is located at 29425 South MacArthur Drive, approximately 3 miles south <br /> of Tracy in San Joaquin County, California. The geographic coordinates for the Site are 370 41' <br /> 12" north latitude and 1210 25' 21"west longitude (Section 9, Township 3 south, Range 5 east of <br /> the Mount Diablo Base Meridian). The location of the Site is shown in Figures 1 and 2 <br /> (Attachment B). <br /> State Lead Agency Contact: <br /> Chris Sherman <br /> Department of Toxic Substances Control <br /> 8800 Cal Center Drive <br /> Sacramento, California 95826 <br /> Phone: (916)255-3706 <br /> Project Description: <br /> The project described herein ("the project") has been proposed to remediate contaminants <br /> present at the Tracy Tire Fire Site ("the Site") as a result of the tire fire (Figure 1).An Initial Study <br /> has been prepared to evaluate the potential for impacts to the Site due to remediation activities. A <br /> Draft Remedial Action Plan (RAP) has been prepared as an interim remedial measure to remove <br /> the majority of Class I California non-Resource Conservation and Recovery Act(non-RCRA) <br /> hazardous waste and Class II designated waste identified at the Site. Once the majority of the <br /> waste has been removed from the Site, the California Integrated Waste Management Board <br /> (CIWMB)will authorize a comprehensive remedial investigation/feasibility study(RI/FS)and <br /> preparation of a Final RAP. Clean up criteria will not be required for the interim removal activity, <br /> but will be established and approved by the involved State regulatory agencies during preparation <br /> of a later Final RAP. <br /> Based on data from the preliminary RI/FS, impact to soil at the proposed Site from contaminants <br /> related to the tire fire has occurred. Seven metals were analyzed using soluble threshold limit <br /> concentration (STLC), total threshold limit concentration (TTLC), and toxicity characteristic <br /> leaching procedure (TCLP) methods. Zinc was the only metal that significantly exceeded the <br /> STLC (250 mg/1)and the TTLC (>30,000 mg/kg)..No metals exceeded the representative action <br /> level for the TCLP.
