nonattainment pollutants or their precursors, unless ARB determines that all feasible <br /> measures are being employed to reduce emissions. <br /> The 1991 Air Quality Attainment Plan for the San Joaquin Valley was prepared by the <br /> SJVUAPCD. The Plan responds to the requirements of the CCAA and was approved by ARB <br /> in January 1992. The Plan covers both ozone and carbon monoxide attainment issues. The <br /> San Joaquin Valley Air Basin was reclassified by ARB as a State attainment area for carbon <br /> monoxide in November 1994. Ozone has been reclassified twice in the past few years from <br /> serious to extreme. <br /> The San Joaquin Valley Air Basin does not attain PM10 ambient air quality standards, but the <br /> CCAA does not yet require attainment programs for PM10. The California legislature, when it <br /> passed the CCAA in 1988, recognized that PM10 attainment was not easily obtained and <br /> excluded it from the requirements of the CCAA. The CCAA did require ARB to produce a <br /> report regarding the prospect of achieving the State ambient air quality standard for PM10. <br /> ARB recommended that certain actions be taken, but did not impose a planning process to <br /> require attainment within a specified time frame. <br /> Analysis of Potential Impacts: <br /> Describe to what extent project activities would: <br /> a. Conflict with or obstruct implementation of the applicable air quality plan. <br /> Less Than Significant Impact. The air quality impact of the proposed project has been <br /> determined by examining the types and levels of emissions that would be generated by <br /> the project, the existing air quality conditions and neighboring land uses. The San <br /> Joaquin Valley Unified Air Pollution Control District(SJVUAPCD) provides thresholds to <br /> be used to determine whether a project or plan will have a significant air quality impact <br /> SJVUAPCD 2001 a and 2001 b). The District recommends that land use and site design <br /> issues be addressed while a proposed project is still in the planning phase to allow the <br /> incorporation of conservation measures and desirable modifications to minimize air <br /> quality impacts (SJVUAPCD 2003). The proposed project has incorporated air quality <br /> beneficial features into the project design and implementation plan and no significant <br /> source of air pollution would result from the completed project. However, during <br /> construction, heavy operating equipment would temporarily increase emissions at the <br /> project site. <br /> The proposed project will not result in a change in land use for the site area. The project <br /> involves removing potentially contaminated sediments and the project will provide long- <br /> term air quality benefits to the area by maintaining and/or improving soil quality and <br /> vegetative cover at the Site. The project will not create any new long-term pollution <br /> sources. However, short-term air quality impacts associated with dust and construction <br /> equipment exhaust could result from construction activities within the project area. The <br /> project will incorporate"Control Measures", as recommended by the SJVUAPCD in the <br /> 2001 Air Quality Rule 8021 —Construction, Demolition, Excavation, Extraction, and other <br /> Earthmoving Activities, to control possible short-term air quality impacts and avoid <br /> significant impacts (SJVUAPCD 2001). These measures include pre-watering work <br /> areas, phasing work to reduce amount of disturbed surface area, and maintaining water <br /> on areas of activity. Minor odors associated with exposed soils may be created as a <br /> result of excavation. However, these potential odors are not expected to be objectionable <br /> to surrounding neighboring land uses. The potential odors will be very similar to those <br /> already present at the Site and in the surrounding vicinity. With current climate and <br /> geographics, a sufficient amount of dilution air is present to minimize objectionable odors <br /> in the immediate area. <br /> 10 <br />
