measures outlined in Table 8021-2 of the 2001 SJVUAPCD Rule 8021 "Construction, <br /> Demolition, Excavation, Extraction, and other Earth Moving Activities"guidance (adopted <br /> November 15, 2001), as applicable, will be implemented at the Site (SJVUAPCD 2001 b). <br /> C. Result in cumulatively considerable net increase of any criteria pollutant for which the <br /> project region is non-attainment under an applicable federal or state ambient air quality <br /> standard (including releasing emissions which exceed quantitative thresholds for ozone <br /> precursors). <br /> No Impact. The proposed project is located within San Joaquin County. SJVUAPCD <br /> CEQA Guidelines state that if a project is found not to individually cause significant <br /> impacts to air quality, cumulative impacts should be determined based on an evaluation <br /> of the project's consistency with applicable General Plans and whether it would affect <br /> conformance of the General Plan with the regional air quality plan (SJVUAPCD, 2001 a). <br /> The proposed project would not affect the conformance of the County General Plan with <br /> the most recent regional air quality plan because it would not result in a permanent <br /> operational activity that would increase emissions in the area (such as contribute to the <br /> increase in population or increase long-term vehicular traffic). Therefore, the proposed <br /> project would not result in cumulative impacts to regional air quality. <br /> d. Expose sensitive receptors to substantial pollutant concentrations. <br /> Less Than Significant Impact. It is anticipated that the proposed project will not expose <br /> sensitive receptors to pollutants, based on a project impact area evaluation (Cadrett 2003 <br /> and USFWS 1999).The project site is not located near or adjacent(within '%mile)to <br /> sensitive receptors (hospitals, schools, convalescent facilities, and residential areas)and <br /> therefore the potential for adverse air quality impacts to sensitive human receptors is <br /> unlikely. The proposed remediation project is also not anticipated to expose sensitive <br /> receptors to levels above the SJVUAPCD Thresholds of Significance for Toxic Air <br /> Contaminants. The project will comply with the SJVUAPCD Rule 8021 Control Measures <br /> for construction emissions of PM-10 contained in Table 8021-2 guidance as applicable. <br /> There are no sensitive receptors in the immediate vicinity of the project site. Therefore, <br /> temporary impacts due to construction activities would not have the potential to expose <br /> sensitive receptors to incremental increases in pollutant concentrations. The proposed <br /> project would not create operational emissions that could potentially affect air quality. <br /> e. Create objectionable odors affecting a substantial number of people. <br /> Less Than Significant Impact. The proposed project will not create objectionable odors <br /> that could potentially affect a substantial number of people. Construction workers and <br /> personnel at adjacent sites may notice minor odors during the construction period. <br /> However, the potential impact due to objectionable odors released by excavation <br /> activities would be temporary and limited in areal extent. This would result in a less than <br /> significant impact. <br /> Findings of Significance: <br /> ❑ Potentially Significant Impact <br /> ❑ Potentially Significant Unless Mitigated <br /> X Less Than Significant Impact <br /> ❑ No Impact <br /> 12 <br />
