handling, and waste within trucks leaving the Site will be covered prior to departure. Trucks will <br /> also be inspected for excess soil, dust, and debris prior to departure. If excess soil, dust, or debris <br /> is found during inspection, the trucks will be decontaminated prior to departure. Transportation of <br /> any hazardous waste will comply with Department of Transportation requirements for safe <br /> handling and transportation of hazardous materials. <br /> Excavation activities will be performed in accordance with an approved Health and Safety Plan <br /> (HSP) prepared in accordance with California Code of Regulations, Title 7, Section 5192 for <br /> protection of workers, and in accordance with DTSC policies and procedures for the protection of <br /> the environment and community. The HSP will contain specific measures to control airborne <br /> contamination (i.e., dust control will be implemented)and prevent site worker exposure to <br /> potentially hazardous conditions through a combination of administrative controls, engineering <br /> controls, and personal protective equipment. <br /> The HSP will also include provisions for specific health and safety monitoring that will occur <br /> during remediation, to protect remediation workers from chemicals at levels above site-specific <br /> goals and that site-related contaminants are not being transported off site during remediation. <br /> Material excavated for disposal will either be loaded directly into trucks or placed temporarily in a <br /> bermed stockpile. Stockpiled material will be placed on plastic sheeting and will be covered with <br /> additional plastic sheeting. During loading and stockpiling,water will be sprayed onto the waste <br /> prior to and during loading and excavating activities to reduce particulate emissions. A <br /> polyethylene liner will be placed in trucks or containers used for transportation of waste material. <br /> The waste will be misted with water and plastic sheeting or a tarpaulin will be placed over the <br /> material and secured before transportation. <br /> To efficiently accommodate staging and truck decontamination, there will be three general work <br /> areas based on topography. Each work area will contain burn piles located in the same general <br /> region of the Site. Thus, work on the Site will be divided among three main areas. The staging <br /> areas will be placed in established roads on the Site, leading towards the main gate that will <br /> serve as the entrance and exit. Decontamination Pads will be located along each exit route. The <br /> Site consists of 34 distinct burn-pile areas (Figure 2). The burn-pile areas have been grouped into <br /> three separate units for phased excavation. Unit 1 is the most northerly of the three units and <br /> consists of burn-pile areas 1, 2, 3, 4, 5, and 9. Unit 2 is located adjacent to Unit 1 on the south <br /> and consists of burn-pile areas 6, 7, 8, 10, 11, and 12. Unit 3 is located adjacent to Unit 2 on the <br /> south and east, and consists of burn-pile areas 13-34. <br /> The site contractor will use a waterless ("dry")decontamination method.The trucks will proceed <br /> to the staging area where they will be loaded and will then proceed to the scaling area where they <br /> will be weighed and trimmed. After loading, weighing, and trimming, the trucks will proceed <br /> through two elevated scaffolding platforms to the first of two decontamination pads. Two laborers <br /> will mount the platforms and then brush the outer walls and the top of the trailers. They will then <br /> tarp and secure the load. The truck will drive forward through the 20x100-foot lined gravel area, to <br /> remove residual material from the tire treads, to the manifest area where all manifests will be <br /> completed and signed.To minimize potential exposure, truck drivers will not be allowed to exit the <br /> truck during loading or truck decontamination. <br /> Personnel will also be"dry'decontaminated. Employees will not be allowed to leave the Site <br /> without first removing their personal protective equipment(PPE) and properly disposing of the <br /> waste in the proper container. Each "decontamination area"will consist of a tarp lined pad where <br /> the employees will remove PPE and dispose of them in a designated container. After <br /> decontamination has been completed, employees will then proceed to the supplied hand wash <br /> stations. Respiratory equipment will be cleaned daily and cleaning materials and filters will then <br /> be disposed into the proper container. The PPE waste will be loaded into the waste hauling trucks <br /> and transported to the proper disposal facility. <br /> 30 <br />
