Be located on a site which is included on a list of hazardous materials sites compiled <br /> pursuant to Government Code Section 65962.5 and, as a result, would it create a <br /> significant hazard to public or the environment. <br /> No Impact. Although the Site is identified as a hazardous materials site(State I.D. <br /> #39000003)on the Department of Toxic Substances Control "Site Cleanup—Site <br /> Mitigation and Brownfields Reuse Program Database,"the implementation of the <br /> proposed project would not create a significant hazard to the public or environment. <br /> Significant impacts would not be created by this project. Mitigation measures are not <br /> necessary to prevent hazards to the public. <br /> e. Impair implementation of, or physically interfere with, an adopted emergency response <br /> plan or emergency evacuation plan. <br /> No Impact. The proposed project would not cause any interference with emergency <br /> response plans or emergency evacuation plans (OCLIW 2003). Significant impacts would <br /> not result from the proposed project. Hydrology and Water Quality <br /> Project activities likely to create an impact: <br /> a Removal of top 18 to 24 inches of burned material, ash and visibly affected soil within gravel <br /> pit area <br /> ® Removal of localized areas of deeper soil containing elevated concentrations of metals or <br /> pyrolytic oil <br /> Description of Environmental Setting: <br /> Two water-bearing zones are within the Tulare Formation beneath the project site. The upper <br /> water-bearing zone lies above the Corcoran Clay and the confined lower water bearing zone lies <br /> beneath the Corcoran Clay aquitard. The upper water-bearing zone groundwater table elevation <br /> is encountered at approximately 65 feet ms]. Groundwater monitoring wells installed at the Site <br /> intersect the upper water-bearing zone approximately 100 feet below the natural grade (165 feet <br /> msl) surrounding the gravel pit. The groundwater table is located approximately 35 feet below the <br /> bottom depth of the gravel pit. The water table aquifer extends to 200 feet bgs and is bound by <br /> the top of the Corcoran Clay, which prevents the vertical migration of groundwater from the upper <br /> water-bearing zone to the deeper water-bearing zone. Recharge of the upper water-bearing zone <br /> is primarily from irrigation and seepage of surface water through the alluvium with little <br /> contribution from rainwater. Based on topography, regional groundwater is suspected to flow to <br /> the northeast toward the San Joaquin Delta. Local groundwater flow was calculated from onsite <br /> monitoring well data to be toward the northwest at a shallow gradient of 0.001. Aggregate mining <br /> 32 <br />
