Air Quality <br /> Control measures will be implemented to comply with the San Joaquin Valley Unified Air <br /> Pollution Control District(SJVUAPCD) Regulation VIII Control Measures for construction <br /> emissions of PM-10 contained in Table 8021-2 of the 2001 SJVUAPCD Rule 8021 <br /> "Construction, Demolition, Excavation, Extraction, and other Earth Moving Activities" <br /> guidance (adopted November 15, 2001), as applicable. <br /> The following control measures shall be observed during project activities: <br /> • All disturbed areas, including storage piles, that are not being actively utilized for <br /> construction purposes, shall have dust emissions effectively stabilized using water, <br /> chemical stabilizer/suppressant, or vegetative ground cover. <br /> • All on-site unpaved roads and off-site unpaved access roads shall have dust <br /> emissions effectively stabilized using water or chemical stabilizer/suppressant. <br /> • All land clearing, grubbing, scraping, excavation, land leveling, grading, cut and fill, <br /> and demolition activities shall have fugitive dust emissions effectively stabilized <br /> utilizing water application or by presoaking. <br /> • When materials are transported off site, all material shall be effectively wetted and <br /> covered to limit visible dust emissions, or at least 6 inches of freeboard space from <br /> the top of the container shall be maintained. <br /> • All operations shall limit or expeditiously remove the accumulation of mud or dirt from <br /> adjacent public streets at least once a month when operations are occurring. The use <br /> of dry rotary brushes should be limited except where preceded or accompanied by <br /> sufficient wetting to limit the visible dust emissions. <br /> • Following the addition of materials to, or the removal of materials from, the surface of <br /> outdoor storage piles, said piles shall have fugitive dust emissions effectively <br /> stabilized using sufficient water or chemical stabilizer/suppressant. <br /> • Traffic speeds on unpaved roads shall not exceed 15 mph. <br /> • To the extent feasible, the area subject to excavation, grading, and other construction <br /> activity at any one time will be limited. <br /> The following measures will be implemented as part of the proposed project to reduce the <br /> impacts of ozone precursor emissions from construction equipment exhaust. <br /> • When feasible, use alternative fuel construction equipment. <br /> • Minimize idling time to a maximum of 10 minutes when construction equipment is not <br /> in use. <br /> • To the extent practicable, minimize operation of heavy-duty equipment to reduce <br /> emissions. <br /> • When feasible, use low-emission on-site station equipment. <br /> With implementation of these measures, particulate emissions from fugitive dust and <br /> construction emissions during sediment excavation and removal activities will be reduced <br /> to a less-than-significant level. <br /> 53 <br />
