LFR Inc. <br /> 5.2 Pre-Removal Activities <br /> 5.2.1 Site Preparation, Removal of Debris, and Permitting <br /> Pre-removal activities at the Site included actions conducted under the authority of the <br /> CIWMB NOE in accordance with Title 14, California Code of Regulations, Section <br /> 15308. A copy of the NOE is provided in the CEQA IS document. The objective of the <br /> preconstruction removal activities described above was to clear the project site of large <br /> debris and create sufficiently large staging areas for site management, trucks, <br /> decontamination, and installation of electrical and telephone communications equipment <br /> and lines. The NOE covered the removal of abandoned vehicles, metal debris, <br /> scorched equipment, approximately 50,000 used motor oil filters, several used oil <br /> drums, and other activities associated with site preparation. <br /> Large debris, including burned trailers, dilapidated structures, abandoned vehicles, and <br /> miscellaneous waste, was transported to an off-site metal scrap facility. The used motor <br /> oil filters, oil drums, and remaining oil in the abandoned vehicles were transported to <br /> licensed facilities by an SCI subcontractor. SCI followed industry standard dust control <br /> protocols and maintained a daily field log of activities. <br /> SCI also prepared a Notice of Intent and Storm Water Pollution Prevention Plan and <br /> submitted them to the San Joaquin County Environmental Health Department <br /> (SJCEHD) during the week of March 25, 2003 (SCI 2003). <br /> SCI applied for a grading permit from San Joaquin County during April 2003. The <br /> permit for production well PW-1 was obtained by WDC Exploration and Wells, Inc. <br /> (WDC). The permit was granted by the SJCEHD. Boring logs were prepared for well <br /> PW-1 and a Water Well Drillers Report was submitted to the DWR. <br /> Soil sampling was conducted in three areas that appeared to be potential waste disposal <br /> areas, in accordance with the April 21, 2003 "Site Sampling Plan for Small Waste <br /> Disposal Areas, Soil Sampling and Characterization, Tracy Tire Fire Site," prepared <br /> by LFR for the CIWMB. Subsequently, the soil samples were characterized as either <br /> Class I non-RCRA hazardous waste or Class II non-hazardous waste. The characterized <br /> soil was excavated, loaded into trucks, and transported to Class I and/or Class II <br /> licensed landfills, as appropriate (see Section 5.4.1). <br /> 5.2.2 Production Well Installation and Development <br /> On April 15, 2003, one production well (PW-1) was installed by WDC under the <br /> supervision of LFR and in accordance with the "Work Plan for Groundwater <br /> Monitoring Well and Production Well Installation and Quarterly Groundwater <br /> Monitoring at the Tracy Tire Fire Site," prepared by LFR and dated May 6, 2003. <br /> rpt-RA_summ-Nov06-fina1-09025 Page 13 <br />
