LFR Levine-Fricke <br /> EXECUTIVE SUMMARY <br /> This Remedial Action Plan(RAP)for Pyrolytic Oil-and Metals-Affected Soil at the <br /> Tracy Tire Fire(TTF) site (Royster Tire Disposal Facility; "the Site") is being <br /> submitted to the California Integrated Waste Management Board(CIWMB) in <br /> compliance with the provisions set forth in the California Health and Safety Code <br /> (HSC), Section 25356.1. This RAP was prepared in accordance with the Department of <br /> Toxic Substances Control (DTSC)Policy/Procedures, Document#EO-95-007-PP <br /> (DTSC 1995)and identifies a preferred alternative for an interim remedial action and <br /> explains the reasons for the preference. Additionally, descriptions of other remedial <br /> alternatives considered for this site are included. Appendix A is a summary of the <br /> Administrative Records List associated with the RAP. Appendix B contains the <br /> Statement of Reasons for conducting this RAP. Appendix C presents the Non-Binding <br /> Allocation of Responsibility. Appendix D contains California Environmental Quality <br /> Act(CEQA) Negative Declaration. <br /> The Site is located at 29425 South MacArthur Road, approximately 3 miles south of <br /> the City of Tracy, in San Joaquin County, California(Figure 1). The 50-acre Royster <br /> Tire Storage Facility, where the fire occurred, consists primarily of a former gravel pit <br /> located between two active aggregate mining operations: Teichert Aggregate and RMC <br /> Pacific Materials. The illegal tire storage areas were located within the former gravel <br /> quarry that is situated below grade with no apparent outflows or surface water. <br /> The Preliminary Remedial Investigation/Feasibility Study(RI/FS) included sampling of <br /> soil at the Site and was conducted under the guidance of the U.S. Environmental <br /> Protection Agency (U.S. EPA) from October 15 through 18, 2001. A total of 36 soil <br /> samples were collected. Soil sampling results indicated that concentrations of antimony, <br /> arsenic, cadmium, cobalt, copper, iron, lead, manganese, and zinc exceeded <br /> background concentrations (Ecology and Environment, Inc. [EEI] 2002). <br /> Appendix E contains the laboratory analytical data from the preliminary RI/FS <br /> investigation. Arsenic concentrations in the soil samples collected exceeded the 2000 <br /> preliminary remediation goal(PRG)reference concentration of 2.7 milligrams per <br /> kilogram(mg/kg). Since then, the PRG has been reduced to 1.6 mg/kg. However, it <br /> should be noted that the background arsenic concentrations (greater than 4 mg/kg) are <br /> also above the PRG. Concentrations of metals other than arsenic were reported below <br /> their respective PRGs. The U.S. EPA also compared the metals analysis data to the <br /> U.S. EPA's soil screening levels (SSLs)to assess the potential for metals to leach and <br /> affect groundwater. Arsenic, antimony(estimated results), cadmium, total chromium, <br /> and zinc exceeded their respective SSLs. <br /> Only one soil sample (TT-T1-2-2)collected during the preliminary RI/FS contained a <br /> significant concentration of VOCs (>4,000µg/kg)and only two soil samples (TT-T1- <br /> 2-1 and TT-T3-1-1)contained significant concentrations of oil and grease(>1,000 <br /> mg/kg; see Appendix E for data). VOCs and SVOCs were not detected above PRGs or <br /> SSLs in soil samples collected from the Site. <br /> Final_RAP_Tracy_9.18.03(final).doc Page iii <br />
