LFR Levine-Fricke <br /> 1.0 INTRODUCTION <br /> This Remedial Action Plan(RAP)for Pyrolytic Oil-and Metals-Affected Soil at the <br /> Tracy Tire Fire(TTF) site (Royster Tire Disposal Facility; "the Site") is being <br /> submitted to the California Integrated Waste Management Board(CIWMB) for <br /> compliance with the provisions set forth in the California Health and Safety Code <br /> (HSC), section 25356.1. This RAP identifies a preferred alternative for an interim <br /> remedial action and explains the reasons for the preference. Additionally, descriptions <br /> of other remedial alternatives considered for this site are included. <br /> 1.1 Structure of This Document <br /> This plan consists of the following sections: <br /> • Section 1.0 presents the introduction and site background. <br /> • Section 2.0 discusses the preliminary Remedial Investigation/Feasibility Study <br /> (RI/FS)conducted by the Superfund Technical Assessment Response Team <br /> (START) and Ecology and Environment, Inc. (EEI). <br /> • Section 3.0 summarizes removal actions to date. <br /> • Section 4.0 summarizes site risks. <br /> • Section 5.0 presents a summary and evaluation of remedial alternatives for the Site. <br /> • Section 6.0 presents the proposed remedial alternative for the Site. <br /> • Section 7.0 presents the Remedial Design Implementation Plan. <br /> • Section 8.0 presents references cited in this plan. <br /> • Appendix A presents the Administrative Records List for this RAP. <br /> • Appendix B presents the Statement of Reasons for performing this RAP. <br /> • Appendix C presents the Non-Binding Allocation of Responsibility <br /> • Appendix D presents the California Environmental Quality Act(CEQA) Negative <br /> Declaration. <br /> • Appendix E presents analytical data from the preliminary RI/FS. <br /> • Appendix F presents the California Integrated Waste Management Board Notice of <br /> Exemption(NOE)for the non-burn area debris removal. <br /> • Appendix G presents data validation and quality control documentation. <br /> • Appendix H presents the Responsiveness Summary. <br /> t Formatted:Bullets and Numbering <br /> Final_RAP_Tracy_9.18.03(final).doc Page 1 <br />
