LFR Levine-Fricke <br /> present in the sample collected from well MW-2 at a concentration of 26 micrograms <br /> per liter(µg/1), VOCs and SVOCs were not detected above laboratory reporting limits <br /> in groundwater samples. <br /> 3.0 SUMMARY OF REMOVAL ACTIONS <br /> Removal actions at the Site to date include activities conducted under the authority of <br /> the CIWMB Notice of Exemption(NOE) in accordance with Title 14, California Code <br /> of Regulations, Section 15308. A copy of the NOE is provided in Appendix F. The <br /> NOE covers the removal of abandoned vehicles, metal debris, scorched equipment, <br /> approximately 50,000 used motor oil filters, several used oil drums, and other activities <br /> associated with site preparation(e.g., electrical power supply and telecommunication <br /> lines). The Site is fenced with a lockable gate to prevent unauthorized entry. <br /> The objective of the pre-construction removal activities described above was to clear <br /> the project site of large debris and create sufficiently large staging areas for site <br /> management, trucks, decontamination areas, and installation of electrical and telephone <br /> communications equipment/lines. <br /> Sukut Construction Inc. (SCI)performed the pre-construction removal activities under <br /> the supervision of the CIWMB with the authority provided by the NOE. <br /> On March 17, 2003, before pre-construction removal field activities began, LFR and <br /> SCI personnel surveyed the Site with a representative of the CIWMB to assess the <br /> potential project impact on biological resources. An LFR biologist identified areas of <br /> concern to the SCI representative, including areas that should not be excavated or <br /> traveled on with heavy machinery or equipment. No live animals or evidence of active <br /> dens for endangered species were found near the areas of remediation activity. Based <br /> on the initial field survey, SCI was given the notice to proceed with pre-construction <br /> removal activities. A field activities site safety meeting was held on March 20, 2003, <br /> and included SCI staff, LFR staff, and CIWMB representatives. <br /> Large debris, including burned trailers, dilapidated structures, abandoned vehicles, and <br /> miscellaneous waste, was transported to an off-site metal scrap facility. The <br /> approximately 50,000 used motor oil filters, oil drums, and remaining oil in the <br /> abandoned vehicles were transported to licensed facilities by an SCI subcontractor. SCI <br /> followed industry standard dust control protocols and maintained a daily field log of <br /> activities. <br /> 4.0 SUMMARY OF SITE RISKS <br /> This section provides a summary of the extent of contamination at the Site based on the <br /> analytical data obtained during the preliminary RI/FS.
