LFR Levine-Fricke <br /> The potential exposure pathways for human and ecological receptors include direct <br /> contact(e.g., dermal contact, ingestion)with soil, inhalation of airborne dust, direct <br /> contact with surface water, and for humans, ingestion of drinking groundwater. <br /> Potential human health risks are associated with exposure to elevated levels of metals <br /> or to constituents that may be present in pyrolytic oil. The soil data will be evaluated to <br /> determine the potential for metals in soil to leach and impact groundwater. <br /> Effect of chemicals on Beneficial Uses-HSC Section 25356.1(d)(2) <br /> The current and the planned use of the property as open space are consistent with the <br /> proposed RAP activities. The beneficial uses of the shallow ground water at the Tracy <br /> Tire Fire Site have not been identified as yet but will be evaluated during the remedial <br /> investigation. <br /> Effect of Remedial Action on Availability of Ground Water Resources-HSC Section <br /> 25356.1(4)(3) <br /> Beneficial uses of site ground water will be identified during the remedial investigation. <br /> Remedial actions proposed for the Tracy Tire Fire Site are not expected to impact the <br /> availability of ground water resources in the site area. <br /> The remedial action objectives are to remediate metals in shallow soil, tire fire ash, and <br /> any remaining shallow pyrolytic oil. The proposed remedial alternative will result in <br /> the removal of potential surface and ground water contaminant sources. <br /> Site Specific characteristics -HSC Section 25356.1(d)(4) <br /> Chemicals in soil and ground water at the Tracy Tire Fire Site have been characterized <br /> to the extent necessary to proceed with an interim removal action. Remediation of soil <br /> and pyrolytic oil will prevent human exposure to impacted soil. <br /> Cost-Effectiveness of Alternative Remedial Action Measures-HSC Section <br /> 25356.1(4)(5) <br /> The proposed remedial action alternative, Alternative 3, Excavation of Pyrolytic Oil- <br /> and Metals-Affected Soil for Off-Site Disposal, was judged to be the most effective, <br /> implementable, and cost-effective for addressing the shallow soil, tire fire ash, and <br /> visible pyrolytic oil. The no action alternative is estimated to be lower in cost, but it <br /> would not actively achieve the remedial action objectives. <br /> Potential Environmental Impacts of Alternative Remedial Action Measures-HSC <br /> Section 25356.1(d)(6) <br /> Potential environmental impacts will be mitigated under the proposed alternative, <br /> which includes engineering solutions combined with administrative measures.
