sb <br /> 2.0 Hazard Characterization <br /> 2.1 Previous Assessments <br /> Hazard characterization provides the information needed to identify site hazards and to select <br /> worker protection methods. The more accurate, detailed, and comprehensive the information <br /> available about a site, the more protective measures can be tailored to the actual hazards that <br /> workers may encounter. The site history, as well as previous site assessments, are important in <br /> determining what the potential soil contaminants and analytical reQuirements are. <br /> The U.S. EPA Emergency Response Section, under the authority of the Comprehensive <br /> Environmental Response, Compensation and Liability Act (CERCLA) and Superfund <br /> Amendment and Reauthorization Act (SARA), directed their contractor, the Superfund <br /> Technical Assessment Response Team (START), to conduct a Preliminary Remedial <br /> Investigation/Feasibiliy Study [RVFS] of the TTFS. Field sampling activities were conducted <br /> from October 15 through December 13, 2001. The purpose of the preliminary RVFS was to <br /> determine the impact on soil and groundwater Quality at the Site due to the tire fire. <br /> Additionally, anaytical data was gathered to determine the extent of contamination at the Site <br /> and to characterize waste for removal by the CIWMB. The preliminary RI/FS data is <br /> summarized in the "Tracy Tire Fire Site Removal Assessment Report" prepared by EEI and <br /> dated October 2002 (EEI 2002). <br /> The RI/FS included sampling of soil at the Site and was conducted under the guidance of the <br /> U.S. Environmental Protection Agency (U.S. EPA) from October 15 through 18, 2001. A total of <br /> 36 soil samples were collected. Soil sampling results indicated that concentrations of antimony, <br /> arsenic, cadmium, cobalt, copper, iron, lead, manganese, and zinc exceeded background <br /> concentrations (Ecology and Environment, Inc. [EEI] 2002). <br /> The preliminary RI/FS investigation noted the following characteristics. Arsenic concentrations <br /> in the soil samples collected exceeded the 2000 preliminary remediation goal (PRG) reference <br /> concentration of 2.7 milligrams per kilogram (mg/kg). Since then, the PRG was reduced to 1.6 <br /> mg/kg. However, it was noted that the background arsenic concentrations (greater than 4 <br /> mg/kg) were also above the PRG. Concentrations of metals other than arsenic were reported <br /> below their respective PRGs. The U.S. EPA also compared the metals analysis data to the U.S. <br /> EPA's soil screening levels (SSLs) to assess the potential for metals to leach and affect <br /> groundwater. Arsenic, antimony (estimated results), cadmium, total chromium, and zinc <br /> exceeded their respective SSLs. Only one soil sample (TT-TI-2-2) collected during the <br /> preliminary RVFS contained a significant concentration of VOCs (>4,000 mg/kg) and only two <br /> soil samples (TT-TI-2-1 and TT-T3-1-1) contained significant concentrations of oil and grease <br /> (>1,000 mg/kg; VOCs and Semi-volatile organic compounds [SVOCs] were not detected above <br /> PRGs or SSLs in soil samples collected from the Site.
