sb <br /> 6.0 Monitoring Program <br /> 6.1 Purpose <br /> The purpose of the monitoring program at the Tracy Tire Fire Site is to identify, evaluate and <br /> control chemical hazards during remedial actions. Specifically the program should be able to: <br /> I] Identify the materials of concern ]chemical hazardsj; <br /> 21 Provide proper health and safety eQuipment as needed to protect against chemical <br /> exposures; <br /> 31 Provide information to operations for administrative or engineering controls and/or <br /> changes, if feasible; <br /> 41 Submit data to regulatory agencies for compliance purposes. <br /> Monitoring of chemical agents, which may pose a threat to the health and safety of the workers <br /> at the site, will be achieved by utilizing SB Environmental Services, LLC ]SBES] in the role of <br /> Project Industrial Hygienist/Consultant. The LFR Project Manager in conjunction with the <br /> Project Industrial Hygienist will evaluate all operations as the project develops. As the project <br /> proceeds, materials are used, and potential new hazards identified, the air monitoring program <br /> may need to be updated to determine potential exposure to other substances and provide <br /> adeQuate protection to the workers as needed. <br /> The proposed project is not expected to create objectionable odors that could potentially affect <br /> a substantial number of people. Construction workers and personnel on directly adjacent sites <br /> may notice the odors during the construction period. However, the potential impact due to <br /> objectionable odors released by excavation activities will be temporary and limited in areal <br /> extent. In addition, in accordance with the Hazard Communication standard, material safety <br /> data sheets (MSDSs) will be maintained on site for chemical products used by personnel at the <br /> Site. In addition, containers will be clearly labeled in English to indicate their contents and <br /> appropriate hazard warnings. <br /> 6.2 Occupational Chemical Hazard Sampling Strategy and Methodologies <br /> Exposure pathways of concern for chemical compounds that may be present at the Site are <br /> inhalation of airborne contaminants, direct skin contact with contaminated materials, and <br /> incidental ingestion. Wearing protective eQuipment and following decontamination procedures <br /> can minimize dermal contact and incidental ingestion. To minimize inhalation hazards, dust or <br /> vapor control measures will be implemented, where necessary, and action levels will be <br /> observed during scheduled activities.
