sb
zinc and dust. Over time, as the metal scan analyses show that some of these metals
are not present at concentrations approximating their respective action levels, analyses
for these metals may be halted. When removal of a new debris pile is initiated, the
aforementioned metal scan will be analyzed by the laboratory to determine the
concentrations in that area. With respect to VOCs, benzene will be collected each day,
however when pyroytic oil is encountered, other VOCs will be analyzed as well. They
include ethyl benzene, toluene and xylene. PNAs and nitrosamines will be collected for
analyses twice per week on a regular basis.
The sampling plan will be re-evaluated each week to determine its effectiveness [i.e., if
additional sampling should be conducted or if sampling can be curtailed]. During each
week, SBES will consider what activities the contractor is providing, weather conditions,
type and description of debris being removed as well as the type and amount of dust
suppression eQuipment being utilized.
Personal sampling pumps [i.e., SKC brand] that automatically maintain a constant Flow
rate to collect samples will be utilized. Immediately before sampling, the ends of the
sampling media are uncapped and tygon tubing is connected to the backup end so that
air can be drawn through the sampling train with a pre-calibrated, battery operated
pump. The samples are collected at a particular Flow rate, so as to collect the desired
volume of air to comply with analytical methodologies and then sent to an accredited
laboratory for analyses. In addition, pumps will be protected with disposable coverings
to make decontamination procedures easier.
6.2.2.1 Laboratory Analyses
Direct-reading personal monitors are available for only a few specific substances
and are rarely sensitive enough to measure the minute [i.e., parts of contaminant
per billion parts of air] Quantities of contaminants, which may nevertheless,
include health changes. Therefore, to detect relatively low-level concentrations
of contaminants, long-term or "full-shift" personal air samples must be analyzed
in a laboratory. Full-shift air samples are collected by means of a pump which
draws air through a specific type of sampling media.
6.2.3 Area and Perimeter Sampling
Additionally, SBES will collect area and perimeter samples throughout the remedial
operations. Specific perimeter locations will be chosen based upon remediation
activities and wind direction. These locations are utilized throughout the sampling
process to access the potential migration of contaminants. If the analyses measures
detectable levels of specific compounds, the Project Industrial Hygienist will notify the
LFR project manager who will notify the Sukut project manager that additional dust
control is warranted. Visual inspection of dust on the site during the remedial
operations is also used by the Project Industrial Hygienist.
sb Environmental Services,LLC© October,2003 Caltfornia Integrated waste Management Board
Site Specific Health and Safety Plan Page 40 of 62 Tracy Tire Fire Remediation Project
