i <br /> LFR Levine-Fricke <br /> 1.0 INTRODUCTION <br /> This report presents the results of groundwater monitoring and sampling activities <br /> conducted during the fourth quarter of 2003 and includes a discussion of groundwater <br /> quality for samples collected during the second through fourth quarters of 2003 at the <br /> i Tracy Tire Fire Site located in San Joaquin County, California ("the Site"; Figure 1). <br /> LFR Levine-Fricke (LFR) has prepared this report on behalf of the California <br /> Integrated Waste Management Board (CIWMB) for submittal to the Regional Water <br /> Quality Control Board (RWQCB). All activities were conducted in accordance with the <br /> "Work Plan for Groundwater Monitoring Well and Production Well Installation and <br /> Quarterly Groundwater Monitoring at the Tracy Tire Fire Site Royster Tire Facility, <br /> Tracy, California," prepared by LFR and dated May 6, 2003 ("the May 2003 Work <br /> Plan"). The May 2003 Work Plan was approved by the RWQCB in a letter dated May <br /> 5, 2003, to Chris Sherman of the Department of Toxic Substances Control (DTSC) and <br /> Todd Thalhamer of the CIWMB. <br /> 1.1 Site Description <br /> The Site consists of approximately 50 acres of land located between the Teich ert <br /> Aggregate and RMC Pacific Materials aggregate mining operations in Tracy, <br /> California (Figure 1). The Site is located at 29425 South MacArthur Road (Section 9, <br /> Township 3 south, Range 5 east of the Mount Diablo Base Meridian) (Ecology & <br /> Environment, Inc. [EEI] 2002). The Assessor's Parcel Number (APN) for the Site is <br /> 253-120-26. The Site is a former gravel quarry, with associated surface topography <br /> consisting of irregular hills and gravel pits. The surrounding natural grade is <br /> approximately 60 feet higher than the gravel pits within the Site (Figure 2). Land <br /> within 1,000 feet of the Site is typically used for mining aggregate material such as <br /> gravel, and other surrounding land is left as unused open space. There is a gunite-lined <br /> 1 irrigation ditch adjacent to the east side of the project site that transmits fluctuating <br /> volumes of water throughout the year. <br /> 1.2 Site History <br /> Approximately 7 million tires were illegally stored in 34 distinct piles located in gravel <br /> pits at the Site (EEI 2002). Waste tire materials in these piles caught fire in 1998 and <br /> burned for approximately two years, leaving behind tire waste materials. The 34 burn <br /> areas are shown on Figure 2. Material burned in the fire included drums of used oil <br /> filters, abandoned vehicles, trailers, and other miscellaneous equipment and debris. <br /> The fire began at the facility on August 7, 1998, and the remaining smoldering patches <br /> were extinguished by a subcontractor under the direction and supervision of the <br /> CIWMB during December 2000. <br /> 3 <br /> 3 <br /> f <br /> TTFS QMR Q4-03.FINAL:IEE Page 1 <br />
