LFR Inc. <br /> was no evidence of burnt tires or other debris; therefore, no samples were collected at <br /> BP14 for characterization. Figure 5 shows the locations of the confirmation soil <br /> sampling locations within the remaining 33 burn pile areas. <br /> Cleanup Goals <br /> Confirmation soil samples results were compared to cleanup goals established for the <br /> Site. The following discussion provides information on the cleanup goals for metals and <br /> organic compounds. <br /> Metals. LFR prepared and submitted a "Determination of Background Concentrations <br /> of Metals in Soil, Tracy Tire Fire Site," dated December 8, 2004 (LFR 2004; "the <br /> Background Report"). In response to comments included in a letter (dated April 7, <br /> 2005) to the CIWMB from the RWQCB, LFR prepared a "Revised Determination of <br /> Background Concentrations of Metals in Soil Tracy Tire Fire Site Former Royster Tire <br /> Facility, Tracy, California" ("the Revised Background Report"), dated July 20, 2005 <br /> (LFR 2005; "the Revised Background Report"). The Revised Background Report <br /> supersedes the Background Report and presents a summary of analytical results and <br /> calculated background concentrations for metals detected in background soil samples <br /> collected at the Site on July 13, 2004, and on May 2, 2005, under the guidance of the <br /> CIWMB, DTSC, and the RWQCB. <br /> Results of the statistical evaluation presented in the Revised Background Report <br /> provide a.calculated 95 percent UCL for the 10 metals detected in the background soil <br /> samples. Cleanup goals proposed for VOCs and SVOCs in soil were presented in the <br /> "Draft Screening Evaluation and Recommended Cleanup Goals for VOCs, SVOCs, <br /> and TRPH in Soil, Tracy Tire Fire Site," prepared by LFR and dated October 27, <br /> 2005, and provided to the CIWMB, DTSC, and RWQCB. To respond to the <br /> RWQCB's request, soil cleanup goals for organic compounds were calculated using the <br /> "Designated Level Methodology (DLM) for Waste Classification and Cleanup Level <br /> Determination" (copyright 1986), prepared by Jon Marshack of the Central Valley <br /> RWQCB and dated June 1989 (RWQCB 1989).
