Project Organization and <br /> Responsibilities <br /> The Task Monitor(OSC) has the ultimate responsibility for deci- <br /> sions concerning project sampling needs, objectives and schedules. <br /> The START Project Manager (PM) is the primary contact point <br /> with the OSC, and has the responsibility for the execution of <br /> decisions and courses of action deemed appropriate by the OSC. <br /> The PM is also responsible for ensuring adherence to the QASP <br /> throughout the sampling effort, and recording any deviations from <br /> the plan. <br /> The Region IX START QA Officer is responsible for auditing and <br /> reviewing the field activities and final deliverables, and proposing <br /> corrective action, if project activities do not conform to this QASP <br /> and the Project Health and Safety Plan.
