LFR Inc. <br /> area of the Site during late 2005 has affected groundwater quality downgradient from <br /> the Site. Based on groundwater analytical results from off-site wells MW-8 and MW-9, <br /> the extent of affected groundwater has not been thoroughly assessed in the <br /> downgradient direction (beyond well MW-9). <br /> Additional monitoring of wells MW-1, MW-5, MW-7, MW-8, and MW-9 is <br /> recommended to further assess the concentration trends in groundwater. Additionally, <br /> it is recommended that the remaining site monitoring wells (MW-2, MW-3, and <br /> MW-4), which are not intended for use in further sampling activities, be destroyed in <br /> accordance with county and state standards. <br /> It is anticipated that, because the source of pyrolytic oil has been removed and the <br /> concentrations of dissolved organic compounds will likely decrease relatively quickly <br /> over time due to natural processes, no additional remedial activities will be necessary. <br /> Although additional groundwater monitoring is recommended, the CIWMB will no <br /> longer perform this monitoring due to acquisition of this property by a private party. <br /> On September 21, 2006, the Tracy Tire Fire Site property was sold at a public tax-lien <br /> auction. San Joaquin County sponsored the auction due to back taxes owed to the <br /> County. As a result of the property sale, the CIWMB will no longer direct or manage <br /> environmental investigation/restoration activities at the Site; therefore, no additional <br /> groundwater sampling/evaluation activities are scheduled. <br /> LIMITATIONS <br /> This report is an instrument of professional service and was prepared in accordance <br /> with the generally accepted standards and level of skill and care under similar <br /> conditions and circumstances established by the environmental consulting industry. <br /> LFR makes no warranties, expressed or implied, in connection with the services. To <br /> the extent that LFR relied upon any information prepared or provided by other parties <br /> not under contract to LFR, LFR makes no representation as to the accuracy or <br /> completeness of such information. This report was prepared for the sole and exclusive <br /> use of our Client (the State of California). Nothing herein or in our Agreement shall be <br /> construed to give any rights or benefits in our Agreement to anyone other than LFR <br /> and the State of California, and all duties and responsibilities undertaken will be for the <br /> sole and exclusive benefit of the State of California. In particular, LFR does not intend <br /> anyone other than the State of California, or others to whom written permission is <br /> given by LFR, to use or rely upon this report.
