F' - -
State of California Pete Wilson, Governor
Department of Industrial Relations
DIVISION OF OCCUPATIONAL SAFETY AN&HEALTH
1465 Enea Circle, Building E, Suite 900
Concord, CA 94520-5211
September 11,1998
Public Health Services
San Joaquin County
Environmental Health Division
304 East Weber Ave. , Third Floor
Stockton, California 95202
Attn; Karen Furst, M.D. , M.P.H. , Health Officer
On August 11, 1998 the Division on Occupational Safety and Health (Division)
received a referral requesting assistance to inspect the S.F. Royster Tire
Disposal Facility, located in Tracy, California for possible safety and health
violations to which two employees were exposed.
On August 12, 1998 the Division attempted to open an inspection at the S.F.
Royster Tire Disposal Facility. At that time the facility was chained, locked
and posted with "NO TRESPASSING" signs. In addition, there were no employees
working on site. The jurisdiction of the Division is restricted to employee-
employer relationships. Several attempts, through various sources were made to
locate Mr. Silas Royster, owner of the facility.
The Division did learn that the two employees seen entering the facility by the
County on August 11, 1998 may have been Mr. Silas Roysters son-in-laws. It's
possible that the son-in-laws are also employees, but at this time there is not
enough information to make that determination. Subsequently, the employer, Mr.
Silas Royster has died of cancer.
Due to the lack of documented employee exposure, and the death of the employer,
the Division has made a determination to close this case. If you have any
questions, or if you receive additional information regarding the S.F. Royster
company, please call or write this office.
Thank-you for your continuing efforts to promote employee safety and health on
the job.
ncer ,
ve Strick er, District Manager
Concord District Office
DS/ru
