See Figure 1 for a map of the area <br /> around this property. <br /> Background <br /> The ARB Emergency Response <br /> Team (ERT) was contacted by <br /> William Loscutoff, Chief, MLD at <br /> approximately 10 a.m. on Saturday, <br /> August 8, 1998, and asked to respond <br /> to a request from the Office of <br /> Emergency Services for emergency "` .2 <br /> air monitoring at and near a fire <br /> involving a large used tire dump near <br /> Tracy, California. Gary Zimmerman - m„a <br /> of the CD staff was directed to deploy <br /> a crew with Miran IB real-time <br /> infrared portable monitors, and <br /> advised by MLD staff to monitor for <br /> CO, total hydrocarbons (THC), and <br /> aromatics (as toluene). During the First Day-8/7/98 <br /> course of the response, Miran 1B <br /> monitoring in the area of the tire fire was conducted in two-person teams by <br /> Compliance Division staff Britt Floyd, Pedro Campos, Danny Leon, Hardip Judge, <br /> Nestor Castillo, Dan Leon and Jack La Brue. In addition, Ken Stroud of MLD's Air <br /> Quality Surveillance Branch was directed to deploy battery-powered filter samplers <br /> for the measurement of carbon particulate matter. We coordinated our efforts with the <br /> Incident Command (IC) Post (Robert Lopez, Tracy Police Dept. and Robin Clemens, <br /> USEPA contractor) at the Tracy Fire/Police Dept. to let them know what we planned <br /> on doing and when the crews would arrive. The IC requested that we try to have our <br /> crews in Tracy by 2:00 p.m. for a meeting to discuss further actions. <br /> The ERT was organized and left for <br /> Tracy about 12:30 p.m., arriving at the <br /> Incident Command Center in the Tracy <br /> Fire/Police Department at 1000 Civic Center <br /> Drive in the city of Tracy about 1:45 p.m. <br /> _ MLD's sampling staff left about 1:30 p.m. <br /> ARB staff reported to the Incident <br /> Command, specifically Mr. William Lewis, <br /> On-Scene-8/7/98 EPA On-Scene Coordinator, and was <br />
