An effective field health and safety program is directly related to the dedication <br /> with which it is implemented by the inspectors. <br /> The inspector should avoid areas of potential danger, including hazards such as bees, wasps, spiders, <br /> snakes,poison oak and wild animals. <br /> Landfill Gas <br /> The Board's Interim Field Health and Safety Plan requires Board inspectors to continuously monitor <br /> for landfill gas within the boundaries of the facility while on-site,using a combustible gas indicator <br /> for air monitoring. Maintenance and equipment areas should be checked for landfill gas hazards <br /> within on-site structures and for general safety problems. On-site structures and existing gas <br /> monitoring probes or probe holes installed by the inspector should be monitored during the warmest <br /> part of the day (usually 2:00-3:00 pm). This is because cooler temperatures (higher atmospheric <br /> pressures) tend to suppress landfill gas migration. <br /> The inspector should avoid exposure to landfill decomposition gas at or near gas collection and <br /> venting systems. The inspector should always stay upwind of potential sources of landfill gas. <br /> Enclosed areas or confined spaces including buildings, structures or any low areas where gas may <br /> collect, such as sumps, drains, tunnels, and structures housing gas collection systems, should not be <br /> entered without first performing an air safety survey with a combustible gas indicator(CGI). <br /> Landfill Areas <br /> A disposal site has three major areas covered by SMS. These areas include the working face, site <br /> perimeter, and access road/gatehouse/office area. <br /> Working Face <br /> Immediately after gaining access, the inspector should drive to the working or active face of the <br /> landfill. This will usually allow the inspector to witness the condition of the working face from the <br /> previous day's operation and to learn if unpermitted nighttime operations are taking place. If the site <br /> is still in darkness, inspectors should remain in their vehicle and travel only on the maintained access <br /> road to the working face. <br /> At the working face, at least 20 SMS can be evaluated using the SWIS inspection for disposal sites. <br /> These minimum standards include Title 14 CCR Sections: <br /> 17741 -Burning Wastes <br /> 17742 -Hazardous Waste <br /> 17669 -Lighting <br /> 17676 - Confined Unloading <br /> 17677 - Spreading and Compacting <br /> 17682 and 17258.21 - Cover <br /> http://www.ciwmb.ca.gov/pe/advisory/20/attach20/20attch l.htm 8/11/98 <br />
