LEA Advisory 20 Attachment- Inspection Guidance for SW Landfills Page 35 of 52 <br /> Illegal, and Abandoned Disposal Sites, for guidance on inspecting disposal sites which ceased <br /> accepting waste prior to any closure requirements (generally pre-1980 if there are no local <br /> requirements). Guidance on requirements for 14 CCR 18255 and 17258.60, submittal of closure and <br /> postclosure maintenance plans, are provided in the LEA notification letter dated June 13, 1994 <br /> (Appendix H). <br /> LEAs are also encouraged to contact their Closure and Remediation Branch staff contact for <br /> assistance in inspecting closed sites or those in the process of closing, pursuant to the closure <br /> requirements of 14 CCR, Division 7, Chapter 3, Article 7.8 and Chapter 5, Articles 3.4 and 3.5. <br /> Tires <br /> LEAs and the Board are responsible for evaluating all solid waste landfills which store more than 500 <br /> tires outdoors in accordance with Title 14, Chapter 3, Article 5.5, Sections 17351 through 17355, <br /> Waste Tire Storage and Disposal Standards. Facilities which store more than 500 tires indoors must <br /> also comply with section 17356. <br /> The Board is responsible for the administration of waste tire programs under Chapter 16, Public <br /> Resources Code. However, the Board may delegate specific powers and authority in this chapter to <br /> enforcement agencies. In accordance with this chapter, Board staff are responsible for the permitting, <br /> enforcement, and inspection of waste tire facilities, including major and minor waste tire facilities. <br /> The LEA is responsible for inspections of waste tire facilities prior to the initial issuance, renewal or <br /> revision of the permit in accordance with section 18443. <br /> General Observations: The inspector should walk around the perimeter of each waste tire storage <br /> unit and look for any significant amount of brush or other flammable material next to, or among the <br /> tires. Brush or other flammable materials within 40 feet of each waste tire unit or within the fire <br /> lanes specified in Table I of this section should be noted. The fire lanes must be measured for <br /> compliance with the minimum width required in Table I. Any objects obstructing access to the fire <br /> lane such as boulders, parked vehicles, heavy equipment, or any other material that would restrict safe <br /> entrance and exit for emergency vehicles should be noted. No activities involving the use of open <br /> flames,blow torches or the storage of other highly flammable materials, including tire inner tubes <br /> should occur within 40 feet of a waste tire pile. <br /> Note: Avoid standing close to or climbing on waste tire stockpiles in order to avoid being seriously <br /> injured by slipping/falling tires due to unstable stockpiles. <br /> Applicable Requirements of Title 14 <br /> Article 5.5. Waste Tire Storage and Disposal Standards <br /> 17350 Scope <br /> (a) Any solid waste facility storing 500 or more waste tires or a major or minor waste tire facility <br /> which stores waste tires outdoors must comply with the technical and operational standards in <br /> sections 17351 through 17355 of this Article. Any facility that stores waste tires indoors must <br /> comply with the technical and operational standards in section 17356 of this Article.
