LEA Advisory 20 Attachment - Inspection Guidance for SW Landfills Page 47 of 52
17258.21 Cover Material Requirements
(a) Except as provided in paragraph (b) of this section, the owners or operators of all MSWLF
units must cover disposed solid waste with six inches of earthen material at the end of each
operating day, or at more frequent intervals if necessary, to control disease vectors, fires, odors,
blowing litter, and scavenging.
(b) Alternative materials of an alternative thickness (other than at least six inches of earthen
material) may be approved by the board if the owner or operator demonstrates that the alternative
material and thickness control disease vectors, fires, odors, blowing litter, and scavenging without
presenting a threat to human health and the environment.
(c) The board may grant a temporary waiver from the requirements of paragraphs (a)and(b) of
this section if the owner or operator demonstrates that there are extreme seasonal climatic
conditions that make meeting such requirements impractical.
Except for facilities where the Board has specifically approved an alternative cover material and/or
thickness, or the site is eligible for a small landfill exemption as defined in 40 CFR 258.1 (f), all
waste must be covered daily regardless of the amount of waste received. Although this section does
not require that cover be compacted, §17682 - Cover, requires that soil be compacted to a thickness
of six inches.
The most effective way to check daily cover at a disposal site is to observe the active face prior to the
start of operations or when operations cease for the day. This will provide two possible checks of
compliance with cover frequency and will also help reveal unpermitted night-time operations. For
additional guidance, see section 17682 - Cover.
A temporary waiver from the requirements of this standard may be granted for extreme seasonal
climatic conditions including extreme cold and wet which prevent transportation of cover soil to the
working face and make it impractical to excavate or spread and compact. The duration of waivers
may be from one day to several months.
17258.23 Explosive Gases Control
(a) Owners or operators of all MSWLF units must ensure that.
(1) The concentration of methane gas generated by the facility does not exceed 25
percent of the lower explosive limit for methane in facility structures (excluding gas
control or recovery system components); and
(2) The concentration of methane gas does not exceed the lower explosive limit for
methane at the facility property boundary.
(b) Owners or operators of all MSWLF units must implement a routine methane monitoring
program to ensure that the standards of paragraph (a) of this section are met.
(1) The type and frequency of monitoring must be determined based on the following
factors:
http://www.ciwmb.ca.gov/pe/advisory/20/attach20/20attch l.htm 8/11/98
