LEA Advisory 20 Attachment - Inspection Guidance for SW Landfills Page 47 of 52 <br /> 17258.21 Cover Material Requirements <br /> (a) Except as provided in paragraph (b) of this section, the owners or operators of all MSWLF <br /> units must cover disposed solid waste with six inches of earthen material at the end of each <br /> operating day, or at more frequent intervals if necessary, to control disease vectors,fires, odors, <br /> blowing litter, and scavenging. <br /> (b) Alternative materials of an alternative thickness (other than at least six inches of earthen <br /> material) may be approved by the board if the owner or operator demonstrates that the alternative <br /> material and thickness control disease vectors,fires, odors, blowing litter, and scavenging without <br /> presenting a threat to human health and the environment. <br /> (c) The board may grant a temporary waiver from the requirements of paragraphs (a)and(b) of <br /> this section if the owner or operator demonstrates that there are extreme seasonal climatic <br /> conditions that make meeting such requirements impractical. <br /> Except for facilities where the Board has specifically approved an alternative cover material and/or <br /> thickness, or the site is eligible for a small landfill exemption as defined in 40 CFR 258.1 (f), all <br /> waste must be covered daily regardless of the amount of waste received. Although this section does <br /> not require that cover be compacted, §17682 - Cover, requires that soil be compacted to a thickness <br /> of six inches. <br /> The most effective way to check daily cover at a disposal site is to observe the active face prior to the <br /> start of operations or when operations cease for the day. This will provide two possible checks of <br /> compliance with cover frequency and will also help reveal unpermitted night-time operations. For <br /> additional guidance, see section 17682 - Cover. <br /> A temporary waiver from the requirements of this standard may be granted for extreme seasonal <br /> climatic conditions including extreme cold and wet which prevent transportation of cover soil to the <br /> working face and make it impractical to excavate or spread and compact. The duration of waivers <br /> may be from one day to several months. <br /> 17258.23 Explosive Gases Control <br /> (a) Owners or operators of all MSWLF units must ensure that. <br /> (1) The concentration of methane gas generated by the facility does not exceed 25 <br /> percent of the lower explosive limit for methane in facility structures (excluding gas <br /> control or recovery system components); and <br /> (2) The concentration of methane gas does not exceed the lower explosive limit for <br /> methane at the facility property boundary. <br /> (b) Owners or operators of all MSWLF units must implement a routine methane monitoring <br /> program to ensure that the standards of paragraph (a) of this section are met. <br /> (1) The type and frequency of monitoring must be determined based on the following <br /> factors: <br /> http://www.ciwmb.ca.gov/pe/advisory/20/attach20/20attch l.htm 8/11/98 <br />
