PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY s-
ENVIRONMENTAL HEALTH DMSION
Karen Furst, M.D., M.P.H., Health Officer , ;P
304 East Weber Avenue, Third Floor• Stockton, CA 95202 %FOR`'
209/468-3420
COPY
August 11, 1998
CAL OSHA
1465 ENEA CR #90
CONCORD CA 94520
RE: Tire Fire at S.F. Royster Tire Disposal Facility
in Tracy CA
The following complaint was received by this office and is being referred as a
matter under your jurisdiction.
Complainant: San Joaquin County Public Health Services,
Environmental Health Division, the LEA for CIWMB.
Address of Complaintant: 304 East Weber Avenue, 3" Floor
Stockton CA 95202
Referenced Premise: 29425 South Mac Arthur Road, Tracy CA
Complaint: Two Royster employees are working in an active tire
burning pit trying to salvage equipment. We have reason to believe
this pit is full of toxic materials including zinc, lead, and cobalt in the
ash and dixoins, furans, PAH's and semi-volatils in the smoke. The
tires are still burning.
Remarks: The Sheriffs department will not ask the employees to leave because
it is private property and presumably the owner is allowing this
activity. Analyses of past tire fires have shown that the levels of
contaminants found in the ash exceed allowable hazard waste
criteria.
Environmental Health Contact:
Kasey Foley, REHS, (209) 468-3451 or, if no answer, please call
Laurie Cotulla, RENS, Program Manager at (209) 468-3431.
A Division of San Joaquin County Health Care Services
