Box 388 Stockton, CA 95210-0388 RE: Knowles/Roek 102 S Wilson Way Stockton, Site Dear Ms. Turkatte: I have had an opportunity to review your letter dated October 13 , 1994, regarding the above site. I would like to set forth my understanding of the facts and events described in that letter. We received a telephone call from you indicating that the State Board would review the county's file during the week of September 13 , 1994 to determine site compliance for eligibility for the underground storage tank fund. It was my understanding in that telephone conversation that you were concerned that the work would not of began by the time the State arrived and that might be a compliance issue. You needed to have the work commenced on the site as far as actual work with respect to the existing work plan. There were permit issues with the City of Stockton that was delaying the work at that time. We worked together to see to it that consultant working on behalf of the Knowles commenced worked within the time frames we discussed. We appreciated very much your help in that process. That phone call regarding compliance was the first time we were aware that there might be a compliance problem if the work was not commenced in a timely fashion. There were a number of problems with respect to the encroachment permits that had to be worked out and ultimately were worked out. Mr. Roek gave his authorization for this site work, which was faxed to the City of Stockton, several times and finally the proper permits were issued. 0991M OCT 2 6 1994 ENVIRONMENTAL HEALTH PERMIT/SERVICES
