The number of soil
samples proposed to be submitted to the lab appears to be
sufficient but some flexibility should be allowed for
adaptability to site specific conditions encountered in the
field.
Please submit a permit application and the associated $89 . 00
permit fee for each separate parcel to be drilled on to PHS/EHD
by August 8, 1994.
PHS/EHD recommends that feasibility studies on several remedial
options be conducted for the soil and groundwater contamination
plumes, once identified, as required in Article 11, Chapter 16,
Title 23 of the California Code of Regulations (Corrective Action
Regulations) .
This requirement was established so that money spent to abate
releases of petroleum would be used in the most efficient, cost-
effective manner. However, any remedial option chosen without
knowing the full extent of the contaminant plume or the results
of feasibility studies may not prove to be the most efficient or
the most cost effective and ultimately the overall costs of the
remediation may be significantly increased.
PHS/EHD recommends that feasibility studies be scheduled during
the investigative phase so that the results of both can be
evaluated and a comprehensive corrective action plan can be
compiled.
N Di,ieiun a San ,)oayuin Cnunly Health Care Service, y
