Wilson Way SITE CODE: 9031
Stockton, CA
San Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) has completed the review of the "Workplan for
Remediation of Excavation Soils" submitted by Kennedy/Jenks
Consultants and has the following comments.
PHS/EHD was not notified of the excavated soil sampling conducted
on September 24 , 1992 and, therefore, was not able to confirm the
methodology used to obtain, handle, store and transport those
soil samples. For future reference, PHS/EHD does not recognize
results from soil samples collected with a trowel as reliable
confirmation samples. However, based on the soil boring data
collected previously, the limited residual hydrocarbons remaining
in the surface soils in this area does not appear to warrant
further action.
The stockpiled soil remediation plan appears to adequately
address the contamination in the soil. However, PHS/EHD
recommends one sample for every 25 cubic yards as confirmation
that the aeration has been effective. To be used as backfill for
the excavation, the soil should be aerated sufficiently so that a
goal of non-detect conditions (using LUFT Manual detection
limits) can be achieved. Field meters may be used to screen the
soil for hydrocarbons before confirmation sampling is initiated.
The water disposal plan is sufficient. Please provide PHS/EHD
with a copy of the final permit from the city of Stockton for our
records.
Additionally, please provide this office with 48 hours advance
notification prior to any field activity so that a representative
can be present for verification.
A Division of San Joaquin county HeaLLh tare Semccs
