San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sogov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> 99 Cents Only Stores#157 300 W Kettleman Ln, Lodi February 08, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) <br /> handling or the training provided has been inadequate. <br /> The following observations were made in the hazardous waste storage area: <br /> -The following HW totes were lacking the name of the generator and the contents marked on the HW labels: <br /> -Corrosive Acids HW tote with accumulation start date 11/19/18(see photo IMG 4261)and containing a bottle of <br /> Spic And Span Everyday Antibacterial Cleaner(IMG 4264). <br /> -Aerosols, Flammables, &Combustibles(Flammables)HW tote with accumulation start date 11/16/18(IMG 4265) <br /> and containing three containers of Comet containing Bleach, two aerosol cans of Cool Whip,two Speed Stick <br /> deodorant sticks, and a bottle of RayLube Fuel Injector Cleaner(IMG 4269-4271). <br /> -A Corrosive Bases and Toxic&State Regulated HW tote with accumulation start date 11/9/18 was lacking the <br /> name of the generator on the HW label (IMG 4272). <br /> -A leaking bottle of Spic And Span Everyday Antibacterial Cleaner was found double bagged with paper towels <br /> inside a Corrosive Acids HW tote, however the outer bag was open causing some of the cleaner to spill out into the <br /> tote(IMG 4621-4624). Rabia cleaned the tote, placed the used paper towels into the bag with the cleaner, and <br /> closed the bag at the time of inspection. <br /> -The following was found in the Flammables HW tote with start date 11/16/18(IMG 4265): <br /> -Three containers of Comet containing Bleach (IMG 4269). When the item was scanned by the Rabia Mahmood, <br /> the store manager, the scan gun instructed her to place the item into the AF(Flammables) HW tote(IMG 4267), <br /> however according to the 99 Cents Only Stores Hazardous Waste Poster posted above the HW storage area, <br /> bleach containing items, including Comet with Bleach, shall be placed in the Oxidizers HW tote(IMG 4268). Rabia <br /> placed the containers of Comet into the Oxidizers HW tote at the time of inspection. <br /> -A Speed Stick Power of Nature Lightning deodorant stick(IMG 4270,4287). However, according to the 99 Cents <br /> Only Stores Hazardous Waste Management guide(IMG 4327), deodorant is classified as Toxic&State Regulated <br /> HW and should be placed in the Corrosive Bases and Toxic&State Regulated HW tote. <br /> -A Lady Speed Stick Invisible Dry Power deodorant stick(IMG 4270,4290).When the item was scanned,the scan <br /> gun instructed the scanner to place the item into the AF(Flammables)HW tote(IMG 4293). However, according to <br /> the 99 Cents Only Stores Hazardous Waste Management guide(IMG 4327), deodorant is classified as Toxic& <br /> State Regulated HW and should be placed in the Corrosive Bases and Toxic&State Regulated HW tote. <br /> The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper <br /> waste handling and emergency procedures. <br /> Provide proof of refresher training and training materials to the EHD for employees whose responsibilities include <br /> hazardous waste. <br /> This is a Class II violation. <br /> FA0000917 PR0538452 SCO01 02/08/2019 <br /> EHD 22-01 Rev.09/22/16 Page 4 of 6 Small Quantity Hazardous Waste Generator OIR <br />
