Interspersed <br /> among the paint material was paint waste. The general manager informed me that after several months of <br /> accumulation, the 5 gallon buckets are sorted. If the paint material is not reusable, or is a waste, it is picked up to <br /> be disposed of by Clean Harbors. Immediately dispose of all containers of paint material that is a waste and is not <br /> going to be used anymore. Facilities who generate less than 1000 kg of hazardous waste per month and do not <br /> exceed 6000 kg of waste stored on site at any time may store waste on site up to 180 days. Since it cannot be <br /> determined how long the hazardous waste has been on site, immediately contact a licensed hazardous waste hauler <br /> to dispose of this waste under manifest. Submit a copy of the manifest to the EHD within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> Pallets containing several dozen 5 gallon buckets of paint material were observed in the backyard of the facility. <br /> According to the general manager, some of the paint material can be reused in the painting process. No hazardous waste labels were observed on any of the paint waste 5 <br /> gallon buckets. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Copies of hazardous waste disposal records for oil filters from the forklifts and other equipment were not found on <br /> site.According to the general manager, Holt services the forklifts and Cisco Air Systems services the compressors. <br /> Each contractor takes the waste back with them. Per California Health&Safety Code(HSC)25163, a valid <br /> hazardous waste transporter license is required to transport hazardous waste. Per Title 22 California Code of <br /> Regulations(CCR)66266.130, oil filters that are not completely drained need to be managed as hazardous waste. If <br /> the oil filters are completely drained,they can be disposed of via recycling.A bill of lading needs to be left with the <br /> facility for drained oil filters. Per 22 CCR 66266.130(c)(5), a bill of lading needs to indicate:the generator and <br /> transporter,the receiving company names, addresses and telephone numbers,the quantity and size of the used oil <br /> filter containers transferred, and the date of transfer.
