PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
-
ENVIRONMENTAL HEALTH DIVISION
S
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
AUG 21 2000
ROBERT REEDER
7115 CRYSTAL BLVD
EL DORADO CA 95623
RE: MID VALLEY TRAILER SALES Site Code: 1305
2421 N WILSON WAY
STOCKTON CA 95205
In a meeting with Marty Hartzell of Central Valley Regional Water Quality Control
Board (CVRWQCB) on August 16, 2000, San Joaquin County Public Health Services,
Environmental Health Division, (PHS/EHD) agreed that the contamination at the above
referenced site appeared to be limited to above 18 feet below surface grade (bsg) in the
soil. Local depth to groundwater is currently at approximately 44 feet bsg. Historical
groundwater low in the area was at approximately 80 feet bsg in 1993 and high at
approximately 40 feet bsg in 1986 according to San Joaquin County Flood Control and
Water Conservation District Line of Equal Depth to Groundwater publications.
Groundwater does not appear to be impacted. PHS/EHD has determined that active
remediation and the submission of a Corrective Action Plan (CAP) as directed in a letter
dated April 3, 2000 is not warranted at this time.
Submit a closure report complete with a calculation of the contamination mass balance
remaining in the ground to PHS/EHD by October 15, 2000. The report should also
include a 2000 feet well receptor survey complete with a map showing the well locations
with respect to the site location, any known well construction details, and any information
on pumping rates of the wells. Additional investigation including collection and analyses
of a water sample may be required based on the results of the well survey and
identification of any significant pumping influence.
If you have any questions or if you are unable to meet this deadline, please contact
Jeffrey Wong at (209) 468-0335.
Donna Heran,RENS,Director
Environmental Health Division
Jeffrey Wong, REHS Margareagorio,RE
LOP/Site Mitigation Unit IV Supervisor
c: RWQCB, Central Valley Region—Marty Hartzell
c: Advanced GeoEnvironmental, Inc. —Robert Marty
A Division of San Joaquin County Health Care Services
