Used oil filters <br /> shall be drained of free-flowing oil.stored In a closed, rainproof container, labeled as"drained used oil filters."and <br /> marked with an accumulation start date. Immediately label the drum and ensure that all used oil filters are managed <br /> in this way. <br /> In addition, facilities that generate up to one ton of used oil filters per year may stare the filters up to one year. <br /> Facilities that generate one ton or more of used oil filters may store the filters for up to 184 days. Since It cannot be <br /> determined how long the filters have been on site, immediately recycle the filters in the drum(listed above)under a <br /> bill of lading and submit a Copy of the bill of lading to the EHD. <br /> Kaeser Compressors does maintenance work on the compressors and takes the used oil filter wastes generated <br /> back with them. According to Service Order 72116400, used oil filter waste was generated on 311212019. The <br /> service order does not specify how many filters were generated and where the waste was taken to. <br /> Per California Health&Safety Code(HSC)25163, a valid hazardous waste transporter license is required to <br /> transport hazardous waste. Per Title 22 California Code of Regulations(CCR)66266.130,oil filters that are not <br /> completely drained need to be managed as hazardous waste. If the oil filters are completely drained,they can be <br /> disposed of via recycling.A bill of lading needs to be left with the facility for drained oil filters. Per 22 CCR <br /> 66266.130(c)(5).a bill of lading needs to Indicate the generator and transporter,the receiving company names. <br /> addresses and telephone numbers,the quantity and size of the used oil filter containers transferred, and the date of <br /> transfer. If the oil filters are being taken as recycling, immediately start to store the bill of ladings when the waste <br /> leaves the site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EH❑with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by August 15, 2019. <br /> Starting September 1, 2018, ail in-office CEIRS help will be provided at E H D hourly rate ($152).
