SAN J O A Q U I N Environmental Health Department <br /> `UNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Diesel Direct West. 3861 DUCK CREEK CIR, STOCKTON September 13, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -Two 55 gallon drums of used filters were observed open. <br /> -One 55 gallon drum of oily absorbent was observed open. <br /> -Per facility personnel, drums are closed once they are full. <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately ensure all hazardous waste containers are closed when not adding or <br /> removing waste. <br /> This was corrected on site. <br /> This is a repeat violation, Class ll. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The container was: <br /> One white plastic tote of used oil was observed without generator name&address and an accumulation start date. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately ensure all containers are labeled as required for hazardous waste. <br /> This was corrected on site. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 14, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
