HEALTH SERVICESPUBIIC .
SAN JOAQUIN COUNTY a y<
JOGI KHANNA M.D.,M.P.H.
Health Officer
1601 East Hazelton Avenue
P.O. Box 2009 ( ) • Stockton, California 95201
(209) 468-3400
STANLEY MOORS
3737 WILSON WAYAUG 199
STOCKTON CA 95205
Re: Valley Auto Repair Site Code: 2358
4055 North Wilson Way
Stockton CA 95205
San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD)has recently reviewed
documents pertaining to the above mentioned site. PHS/EHD has provided comments for your consideration.
Two underground storage tanks were removed on September 27, 1989,a 1,000 gallon waste oil tank, a 10,000
gallon gasoline tank and associated piping. Detectible concentrations of hydrocarbon contamination were
identified in samples of the waste oil tank and gasoline piping. The detection limits used for analysis of
gasoline contamination were too high for closure evaluation. While no detectible contamination was identified
associated with the gasoline tank, at the time of removal it was noted that the tank had at least three holes
and was leaking rinseate into the tank pit.
A Leaching Potential Analysis, included in the Leaking Underground Fuel Tank (LUF1) Manual prepared
by the State Water Resources Control Board, was used to evaluate the soil contamination at this site. The
results of soil sampling, at the time the tanks were removed, were used to complete the Leaching Potential
Analysis. The Analysis is used to evaluate if levels of contamination can be left in place without detriment
to groundwater quality. The levels of residual contamination present failed the Leaching Potential Analysis.
A re-sampling event was scheduled for September 17, 1990'te obtain additional data regarding the extent of
documented contamination. While the results of this sampling did not detect contamination,no professional
evaluation was included for PHS/EHD to consider. You have been informed, on November 26, 1990, of the
requirement for a professional geologist's evaluation and recommendations. Please secure the services of
either a registered geologist or a registered engineer to prepare an evaluation report. Submit this summary
and evaluation report by October 25, 1992.
Enclosed for your information are guidance documents which PHS/EHD utilizes to evaluate your site. If you
wish to obtain a copy of the LUFt please contact our office. If you are unable to meet due dates, request
in writing an extension outlining efforts made toward meeting the due date.
If you have any questions, contact Mary Meays, RENS, of my staff at (209)468-0337. Ms. Meays has been
assigned the oversight of your site.
Jogi Khanna, M. M.P.H.
Health Offi
urie A.
