SA N J OAQ U I N Environmental Health Department <br /> - -COUNTY--- <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CENTRISYS CORP 825 PERFORMANCE DR, STOCKTON November 05, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS Il,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS: <br /> -Oily debris and metal fines generated from cutting are thrown away into the trash. <br /> -Saturated oily absorbent was observed on the ground near the used oil drum. <br /> -Two piles of metal fines were observed on the floor. <br /> -One 5 gallon bucket of used sand blast waste was observed near the sand blaster at the south east corner of the <br /> shop. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive <br /> or ignitable. <br /> CORRECTIVE ACTION: Immediately cease disposal of the above listed wastes, make a hazardous waste <br /> determination for each waste, and manage them according to Title 22 CCR. Use Safety Data Sheets(SDS),waste <br /> sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must <br /> be done using methods specified in Title 22 CCR including sections 66261.20-24. <br /> Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current <br /> storage and labeling for wastes determined to be hazardous wastes. Provide disposal records for wastes <br /> determined to be hazardous wastes and stored longer than the number of days specified in Title 22 CCR for your <br /> hazardous waste generator status. <br /> This is a Class II violation. <br /> 110 CCR 66262.40(a)Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: The facility hires Central Valley Lift Truck, Inc.,to service forklifts. Invoice 46716(4/8/2019) <br /> shows that used oil and oil filter waste was generated. The invoice did not show where the waste was taken to. <br /> REGULATION GUIDANCE: If the used oil is not being disposed of on a uniform manifest or a consolidated <br /> manifest,the following documentation needs to be kept for each facility to show that the repair business is following <br /> California Health and Safety Code Section 25250.12 under Article 13 of Management of Used Oil: <br /> -The amount of used oil generated showing that no more than 55 gallons is transferred in the vehicle at any one <br /> time. <br /> -The address information on where used oil is being transported to. <br /> -The date the used oil is generated. <br /> CORRECTIVE ACTION: Hazardous waste generators shall retain copies of all manifests signed off by the disposal <br /> facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily <br /> available for review.
