Regional Water Quality Control Board �y4, California Regiok Central Valley Region l� ` a� Robert Schneider, Chair n H Htckox Gray Davis Secretaryfor Sacramento Main Office Governor Environmental Internet Address http//www swrcb ca gov/rwgcb5 Protection 3443 Routter Road,Suite A,Sacramento,California 95827 3003 Phone(916)255-3000 FAX(916)255-3015 22 September 2003 Mr Frank and Mrs Shen Guinta Mr James and Mrs Manlyn Ramsey Guinta Enterprises 200 Rowdy Creek Road 305 North Union Road Snaith River, CA 95567 Manteca, CA 95336 WORKPLAN FOR ADDITIONAL GROUNDWATER CHARACTERIZATION, FRANK'S ONE STOP, 2072 WEST YOSEMITE A VENUE, MANTECA, CLEANUP AND ABATEMENT ORDER NO R5-2003-0713, SAN JOAQUIN COUNTY I have reviewed the Workplan For Additional Groundwater Characterization (Workplan), submitted on your behalf by ASE Environmental on 15 September 2003, in accordance with the requirement for an Additional Groundwater Characterization in the Regional Board Cleanup and Abatement Order(CAO) No R5-2003-0713 The Workplan proposes the installation of thirteen additional depth-discrete groundwater monitoring wells (wells) at five offsite locations (see enclosed map for locations) The proposed well locations were previously characterized for lithology and contaminant concentrations in depth-discrete groundwater analyses by Cone Penetrometer Test (CPT) borings CPT-17, CPT-1 S, CPT-21, CPT-25, and CPT-26 Two to three individual wells, screened across targeted permeable sand intervals (preferential pathways), are proposed for each location While the proposed work is necessary and appropriate to begin the offsite characterization of the groundwater plume, the proposed work will not complete the plume definition The additional work outlined below will be required to fulfill the requirements in CAO No R5-2003-0713 I recommend that you proceed immediately to implement the Workplan with the listed modifications in order to assess whether a second phase of fieldwork is necessary All groundwater characterization is to be completed and reported by 1 February 2004 Failure to completely define the contaminant plume(s), and or submit a complete Corrective Action Plan by 1 April 2004 may result in further enforcement actions, including Accrued Civil Liabilities (fines) Note that an Interim Effectiveness Report for the groundwater remediation system is due by 15 November 2003.
