IMPACT Visual Resources—Increase in Operational Nighttime Lighting. The project would increase the use of <br /> 4.2-5 lighting during nighttime hours at the WQCF and proposed pump stations. However, the proposed lighting <br /> would be similar in function and design to existing on-site lighting or nearby subdivision lighting sources and <br /> would blend with existing sources so as not to substantially increase the amount of nighttime illumination in <br /> these areas. Further, proposed lighting sources would meet the City's lighting standards adopted for the <br /> purpose of minimizing nighttime light and glare. This would be a less-than-significant impact. <br /> Permanent lighting may be necessary for nighttime operations at the WQCF and pumping stations. Facilities <br /> would be illuminated by overhead pole lights or low-intensity emergency lighting. Lighting would be similar in <br /> function and design to existing light sources for the WQCF and Woodward Park pumping station.New lighting <br /> sources would blend with existing sources so as not to result in a substantial increase in the amount of nighttime <br /> illumination at the WQCF site.Project lighting would be designed and installed in accordance with City general <br /> plan policies concerning minimum lighting levels, directional shielding, and automatic shutoff features (Policies <br /> CD-P-44, CD-P-45, and CD-P-46). Because lighting would be similar in function and design to existing light <br /> sources for the WQCF and Woodward Park pumping station, new lighting sources would blend with existing <br /> sources, and new lighting would be designed and installed in accordance with City general plan lighting policies, <br /> impacts related to construction-related nighttime lighting would be less than significant. <br /> 4.2.3 MITIGATION MEASURES <br /> No mitigation measures are necessary for the following less-than-significant impacts: <br /> 4.2-1: Impacts on a Scenic Vista. <br /> 4.2-2: Damage to Scenic Resources within a State Scenic Highway. <br /> 4.2-3: Impacts on Existing Visual Character. <br /> 4.2-5: Increase in Operational Nighttime Lighting. <br /> The following mitigation measure is recommended for the potentially significant impact of Impact 4.2-4. <br /> Mitigation Measure 4.2-4: Impacts of Construction-Related Nighttime Lighting. <br /> If construction activity occurs after dusk and nighttime lighting is required to illuminate any construction sites <br /> associated with the proposed project, the City will ensure that all construction lights are directed away from <br /> adjacent development and that all construction lighting is shielded to minimize glare. Implementation of this <br /> mitigation measure would reduce impacts of construction-related lighting to less-than-significant levels. <br /> 4.2.4 LEVEL OF SIGNIFICANCE AFTER MITIGATION <br /> With implementation of Mitigation Measure 4.2-4, the project's potential construction-related lighting impacts <br /> would be reduced to a less-than-significant level because the City would ensure that all nighttime lighting sources <br /> would be directed away from sensitive receptors and shielded to prevent glare. <br /> Manteca WQCF and Collection System Master Plans EIR EDAW <br /> City of Manteca 4.2-13 Visual Resources <br />
