Stationary Source Emissions <br /> The latest data available from ARB for emissions of criteria pollutants and precursors associated with existing <br /> operations at the WQCF are shown in Table 4.3-3 above and reiterated below in Table 4.3-7 for the purposes of <br /> this discussion. Proposed improvements to the WQCF are in principal the expansion of the facilities and <br /> equipment to increase the capacity of the existing treatment processes. Therefore, it is reasonable to assume that <br /> the increase in stationary source emissions would be proportional to the proposed increase in wastewater flow and <br /> plant capacity. The 2004 average flow rate is estimated at 6 mgd, and the proposed maximum flow rate at <br /> completion of the proposed project is 27 mgd. Increases in stationary source emissions, shown in Table 4.3-6, are <br /> conservative; increases attributable to the proposed project would be less than shown because the base flow rate <br /> for this project would occur at the completion of Phase III improvements(i.e., 9.87 mgd). Emissions from mobile sources <br /> would include employee commute,material transport/delivery, and maintenance vehicle trips. <br /> As described in Section 4.11 "Transportation and Circulation",the proposed project would generate 20 one-way <br /> employee passenger vehicle trips per day and less than one truck haul trip per day from the increase in the number <br /> of employees traveling to and from the WQCF,delivery of additional supplies,removal of additional sludge, and <br /> routine maintenance and inspection activities. SJVAPCD has defined project sizes by land use type for which it <br /> has been determined,based on conservative assumptions that such would not result in emissions above the <br /> recommended significance thresholds. The proposed project would be defined as a small project(e.g., generates <br /> less than 1,000 trips per day) for which no quantitative analysis would be required. However,because there would <br /> be stationary source emissions associated with the proposed project, as discussed above, area and mobile source <br /> emissions were modeled to ensure total emissions were accurately accounted for and compared in total to <br /> SJVAPCD's significance thresholds. <br /> Regional area- and mobile-source emissions of criteria air pollutants and precursors associated with <br /> implementation of the proposed project were estimated using URBEMIS 2002 Version 8.7.0 computer program, <br /> as recommended by SJVAPCD.
