Regional and Local Plans, Policies, Regulations, and Ordinances <br /> San Joaquin County <br /> San Joaquin County General Plan 2010 <br /> Some wastewater collection system pipeline segments would be constructed within San Joaquin County. The <br /> Noise Element of the adopted San Joaquin County General Plan 2010 includes the following objectives and <br /> policies that are relevant to this analysis. <br /> ► Objective 1: To ensure acceptable noise environments for each land use. <br /> • Policy 1: The following noise levels shall be considered acceptable: <br /> (a) The maximum allowable noise exposure from transportation noise sources for outdoor activity areas <br /> shall be 65 dB for residential development;transient lodging,hospitals,nursing homes,and similar <br /> health-related facilities; churches,meeting halls, and similar community assembly facilities. <br /> (b) The maximum allowable noise exposure from transportation noise sources for indoor spaces shall be <br /> 45 dB Ld„for residential development; transient lodging,hospitals,nursing homes, and similar health- <br /> related facilities; churches,meeting halls, and similar community assembly facilities; office buildings; <br /> schools; libraries; museums; and day-care centers. <br /> (c) The hourly equivalent sound level from stationary noise sources shall be 50 dB during the daytime <br /> and 45 dB during the nighttime for outdoor activity areas for residential development;transient <br /> lodging,hospitals,nursing homes, and similar health-related facilities; churches,meeting halls, and <br /> similar community assembly facilities; office buildings; schools; libraries;museums; and day-care <br /> centers. <br /> (d) The maximum sound level from stationary noise sources shall be 70 dB during the daytime and 65 dB <br /> during the nighttime for outdoor activity areas for residential development;transient lodging, <br /> hospitals,nursing homes, and similar health-related facilities; churches,meeting halls, and similar <br /> community assembly facilities; office buildings; schools; libraries; museums; and day-care centers. <br /> • Policy 2: The County shall not permit new areas of residential development within the 65 dB Ld„contours <br /> around public access airports. <br /> • Policy 3: Development shall be planned and designed to minimize noise impacts on neighboring noise <br /> sensitive areas and to minimize noise interference from outside noise sources. <br /> • Policy 4: The County noise regulations shall be based on projections,using the noise contours in Volume <br /> III of the General Plan or the best available information. <br /> • Policy 5: The County shall seek to alleviate existing community noise problems. <br /> San Joaquin County Municipal Code <br /> The San Joaquin County Municipal Code includes the following objectives and policies relating to noise that may <br /> be relevant to this analysis. <br /> Manteca WQCF and Collection System Master Plans EIR EDAW <br /> City of Manteca 4.4-9 Noise <br />
