Caltrans's recommended standard of 0.2 in/sec PPV with respect to the prevention of structural damage for <br /> normal buildings or FTA's maximum acceptable vibration standard of 80 VdB with respect to human <br /> response for residential uses [i.e., annoyance] at nearby existing vibration-sensitive land uses). <br /> ► Exposure of Sensitive Receptors to Airport-Related Noise Levels. Airport-related impacts would be <br /> significant if construction or operation of the proposed project would expose people residing or working in <br /> the area to excessive noise levels, for a project located within an airport land use plan or,where such a plan <br /> has not been adopted,within 2 miles of a public airport or public use airport or expose people residing or <br /> working in the project area to excessive noise levels, for a project within the vicinity of a private airstrip. <br /> IMPACT ANALYSIS <br /> IMPACT Noise—Short-Term Increases in Construction Source Noise Levels. If construction activities were to <br /> 4.4-1 occur during the more noise-sensitive hours or if construction equipment were not properly equipped with <br /> noise control devices, construction-generated source noise could result in the exposure of persons to or <br /> generation of noise levels in excess of applicable standards, could result in annoyance and/or sleep <br /> disruption to occupants of any existing noise-sensitive land uses in the project vicinity, and/or could create a <br /> substantial temporary increase in ambient noise levels. As a result, this impact would be potentially <br /> significant. <br /> Construction noise typically occurs intermittently and varies depending on the nature of the construction activities <br /> being performed.Noise generated by construction equipment, including excavation equipment,material handlers, <br /> portable generators, and trucks, can reach high levels for brief periods. When noise levels generated by <br /> construction operations are being evaluated, activities occurring during the more noise-sensitive evening and <br /> nighttime hours are of increased concern. Because exterior ambient noise levels typically decrease during the late <br /> evening and nighttime hours as traffic volumes and commercial activities decrease, construction activities <br /> performed during these more noise-sensitive periods of the day can result in increased annoyance and potential <br /> sleep disruption for occupants of nearby residential dwellings. <br /> Construction noise associated with the WQCF expansion would be temporary in nature and would include noise <br /> from activities such as site preparation, foundation construction,building construction, application of architectural <br /> coatings,paving, finishing, and cleanup. Construction equipment would be the principal source of noise. For most <br /> equipment, such as bulldozers,trucks, loaders, and scrapers,the diesel engines of the equipment would be the <br /> loudest noise source. When jackhammers or other sorts of pavement breakers are used,the noise of the impact <br /> tool would be dominant.
