The closest vibration-sensitive receptor is located approximately 650 feet <br /> from the WQCF site;thus,worst-case vibration levels would not exceed the recommended standards. <br /> For the wastewater collection system,the maximum potential vibration levels would likely be attributable to the <br /> use of hoe rams for pavement breaking,trucks, and jackhammers. As shown in Table 4.4-10,the hoe ram would <br /> result in vibration levels of 0.089 in/sec PPV and 87 VdB at 25 feet. Worst-case vibration levels would exceed 0.2 <br /> in/sec PPV(Caltrans's recommended standard with respect to the prevention of structural damage for normal <br /> buildings)within 15 feet and 80 VdB (FTA's maximum-acceptable vibration standard with respect to human <br /> annoyance for residential uses)within 60 feet of vibration-sensitive receptors.No pavement breaking would be <br /> anticipated within 15 feet of any existing structures;however,hoe rams and other pieces of equipment could be <br /> operated within 60 feet of vibration-sensitive receptors. Thus, short-term project-generated vibration levels from <br /> construction sources could exceed FTA's maximum-acceptable vibration standard of 80 VdB with respect to <br /> human response for residential uses (i.e., annoyance) at vibration-sensitive land uses. As a result,this impact <br /> would be significant. <br /> 4.4.3 MITIGATION MEASURES <br /> No mitigation measures are necessary for the following less-than-significant impacts: <br /> 4.4-2: Long-Term Increases in Traffic Source Noise Levels. <br /> 4.4-3: Long-Term Increases in Stationary-and Area-Source Noise Levels. <br /> 4.4-4: Compatibility of Proposed Land Uses with On-site Noise Levels. <br /> The following mitigation measures are provided for the potentially significant and significant impacts of Impacts <br /> 4.4-1 and 4.4-5. <br /> Mitigation Measure 4.4-1: Short-Term Increases in Construction Source Noise Levels.To reduce the exposure of <br /> noise-sensitive receptors to project-generated construction source noise levels,the City will implement the <br /> following measures: <br /> ► Limit all construction activities within the city to the hours from 7 a.m. to 7 p.m. to ensure compliance with <br /> Section 17.13.04(A) of the City of Manteca Municipal Code. <br /> ► Limit all construction activities within the county, or affected by the County,to the hours from 6 a.m. to 9 <br /> p.m.to ensure compliance with the San Joaquin County Development Code(Section 9-1029.9[C][3]). <br /> ► Properly maintain and equip all construction equipment with noise control, such as mufflers, in accordance <br /> with manufacturers' specifications. <br /> ► Place noisy stationary equipment(e.g., compressors, generators)away from existing off-site noise-sensitive <br /> receptors and/or provide acoustical shielding. <br /> Implementation of Mitigation Measure 4.4-1 would reduce significant impacts related to noise from construction <br /> sources to a less-than-significant level because noise levels would be reduced(e.g.,by approximately 5 dBA) <br /> and construction activities would be limited to the hours during which noise levels are exempt from the provisions <br /> of the applicable standards and would not result in a noticeable increase in ambient noise levels at noise-sensitive <br /> receptors during the more noise-sensitive hours of the day. <br /> Manteca WQCF and Collection System Master Plans EIR EDAW <br /> City of Manteca 4.4-21 Noise <br />
