2 EXECUTIVE SUMMARY <br /> 2.1 INTRODUCTION <br /> The City of Manteca Wastewater Quality Control Facility(WQCF)and Collection System Master Plans Update <br /> Project would provide additional wastewater treatment and conveyance capacity to accommodate growth planned <br /> for in the City of Manteca's(City)General Plan. The environmental analysis in this Draft EIR is based on an <br /> evaluation of how environmental conditions would be expected to change as a result of implementing the project. <br /> Public comments on the Draft EIR will provide important input for the City's decision on the proposed project. <br /> This section summarizes the information contained in the Draft EIR, including a summary of the project <br /> description, environmental impacts,mitigation measures, and alternatives. <br /> 2.2 THE EIR PROCESS <br /> The City of Manteca, as lead agency or public agency that has the primary authority to approve the project,must <br /> certify the EIR as being adequate according to the California Environmental Quality Act(CEQA), and consider <br /> its environmental information when taking action on the project. Other public agencies with approvals of the <br /> project are considered responsible agencies;these agencies would consider the environmental effects of the <br /> project based on this Draft EIR. The purpose of an EIR is to identify and assess the environmental impacts that <br /> would directly or indirectly occur as a result of the project. <br /> The Draft EIR has been released for public review to receive comments from interested parties on its <br /> completeness and adequacy in disclosing the environmental effects of the project. Written responses to significant <br /> environmental points raised in comments will be prepared and published. Together,the Draft EIR, comments <br /> received on the Draft EIR, and the responses to comments will constitute the Final EIR. <br /> 2.3 SUMMARY OF THE PROJECT DESCRIPTION <br /> 2.3.1 PROJECT LOCATION <br /> The WQCF occupies approximately 22 acres of a 210-acre City-owned site,which is bounded generally by <br /> Yosemite Avenue to the north, SR 120 to the south,Airport Way to the east, and both McKinley Avenue and the <br /> Union Pacific Railroad to the west. The proposed WQCF expansion and upgrades would primarily be located <br /> within the existing 22-acre WQCF site. A proposed treated effluent outfall pipeline would extend from the WQCF <br /> to a side-bank outfall structure at the San Joaquin River. <br /> Proposed wastewater collection system improvements would generally be located along the perimeter of the city. <br /> Local roadways in the vicinity of the proposed wastewater collection system trunk sewers include Woodward <br /> Avenue,Lathrop Road, and Airport Way. A proposed recycled water distribution system would primarily follow <br /> Woodward Avenue,Airport Way, and Center Street. <br /> 2.3.2 OBJECTIVES OF THE PROJECT <br /> The City of Manteca, as the lead agency,has developed the following primary objectives to satisfy the <br /> requirements of the State CEQA Guidelines Section 15124(b): <br /> ► provide sufficient conveyance and treatment capacity to meet projected growth within the City of Manteca's <br /> WQCF service area through the year 2023; <br /> ► provide for orderly and cost-effective expansion of City WQCF facilities and conveyance systems; <br /> Manteca WQCF and Collection System Master Plans EIR EDAW <br /> City of Manteca 2-1 Executive Summary <br />
