materials transportation emergencies are the CHP and the California Department of Transportation(Caltrans). <br /> Together,these agencies determine container types used and license hazardous waste haulers for hazardous waste <br /> transportation on public roads. <br /> Regional and Local Plans, Policies, Regulations, and Ordinances <br /> San Joaquin County is responsible for enforcing the state regulations,both in the City of Manteca and remaining <br /> unincorporated areas. The San Joaquin County Environmental Health Division(EHD) serves as the Certified <br /> Unified Program Agency(CUPA)for San Joaquin County and administers the Hazardous Waste Generator, <br /> Hazardous Waste Onsite Treatment(Tiered Permitting),and Underground Storage Tank programs. The EHD also <br /> administers the Vector Control Program. SJCOES is a participating agency administering the Hazardous Material <br /> Release Response Plan and Inventories, and the Accidental Release Prevention(CalARP)programs(San Joaquin <br /> County 2006). <br /> Hazardous Waste Management <br /> DTSC regulates the generation,transportation,treatment, storage, and disposal of hazardous waste under the <br /> federal Resource Conservation and Recovery Act(RCRA)and the state Hazardous Waste Control Law. Both <br /> laws impose comprehensive regulatory systems for handling hazardous waste in a manner that protects human <br /> health and the environment. <br /> City of Manteca General Plan <br /> The City of Manteca General Plan 2023 Safety Element(City of Manteca 2002)includes the following policies <br /> related to hazards and hazardous materials that are relevant to this analysis: <br /> ► Policy S-P-16: City approvals of all new development shall consider the potential for the production,use, <br /> storage, and transport of hazardous materials and provide for reasonable controls on such hazardous materials. <br /> ► Policy S-P-17: Within its authority,the City shall regulate the production,use, storage, and transport of <br /> hazardous materials to protect the health of Manteca residents. <br /> Manteca WQCF Plans, Programs, and Practices <br /> Risk Management Programs <br /> The WQCF has prepared and implemented an up-to-date RMP(Sierra-Pacific Group 1999). The purpose of an <br /> RMP is to encourage handlers of acutely hazardous materials to conduct comprehensive evaluations of plant <br /> practices regarding hazardous chemicals with the view of protecting the public and the environment from releases <br /> of acutely hazardous materials. Section 25532 of the California Health and Safety Code defines an RMP as all of <br /> the administrative and operational programs of a business that are designed to prevent acutely hazardous materials <br /> accident risks. These programs may include design safety of new and existing equipment, standard operating <br /> procedures,preventive maintenance programs, operator training, accident investigation procedures,risk <br /> assessment for unit operations or operating alternatives, emergency response planning, and internal or external <br /> audit procedures to ensure that these programs are executed as planned. The Manteca WQCF's RMP includes all <br /> of these items, as well as the findings of the RMP Hazard and Operability Study(HAZOP)and Hazard <br /> Assessment,described below. <br /> The wastewater systems superintendent has the overall responsibility for management of the safety and <br /> environmental program at the WQCF, including implementation of the RMP. The RMP is reviewed and updated <br /> every 3 years, and within 60 days following a process modification that would materially affect the handling of a <br /> regulated substance, as stipulated in Health and Safety Code Chapter 6.95.
