Sensitive Receptors <br /> The WQCF is situated on approximately 22 acres in the northeastern section of a 210-acre site that is dominated <br /> by agricultural fields where WQCF-treated effluent is land applied for irrigation; no sensitive receptors are <br /> located immediately adjacent to the treatment plant. Commercial development is located directly north of the <br /> WQCF along Yosemite Avenue, and the"Stadium Center" shopping center is approximately 2,000 feet to the <br /> south on State Route(SR) 120.A"Big League Dreams"recreational facility is located approximately 600 feet to <br /> the south. Residential housing is located beyond the agricultural lands surrounding the WQCF site along <br /> Yosemite Avenue, McKinley Avenue,Airport Way, and SR 120. The nearest residences are approximately <br /> 600 feet northeast of the central plant facilities. The next closest point of similar residential development is <br /> roughly 1,300 feet to the northwest. There are seven schools located within 2 miles of the WQCF. The nearest <br /> school is approximately 0.75 mile west of the WQCF. Two hospitals are situated approximately 3,500 feet to the <br /> northeast, and a children's clinic is approximately 1.5 miles northeast of the site. SR 120,which forms the <br /> southern site boundary, is located approximately 3,200 feet from central plant facilities,while the Union Pacific <br /> Railroad line,which forms the western site boundary, is located approximately 1,200 feet from central plant <br /> facilities. <br /> As discussed above,no sensitive receptors would be adversely affected by the proposed wastewater collection <br /> system and recycled water distribution system because wastewater collection system and recycled water <br /> distribution system pipelines would be buried underground and would not convey hazardous materials. <br /> 4.6.2 ENVIRONMENTAL IMPACTS <br /> ANALYSIS METHODOLOGY <br /> The following reports documenting potential hazardous conditions at the project site were reviewed for this <br /> analysis: <br /> ► plans for the project; <br /> ► available literature, including documents published by federal, state, county, and city agencies; and <br /> ► applicable elements from the City general plan. <br /> In addition to reviewing the above reports,EDAW searched EPA's Envirofacts website to identify any new <br /> hazardous materials sites in the project area. Project activities were evaluated against the hazardous materials <br /> information gathered from the above sources to determine whether any risks to public health and safety or other <br /> conflicts would occur. EDAW also searched DTSC's online EnviroStor Database, and found that the WQCF site <br /> is not listed in regulatory agency databases as a known hazardous materials contamination site, and is not <br /> included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5. <br /> Therefore,this issue is not evaluated further in this DEIR. <br /> THRESHOLDS OF SIGNIFICANCE <br /> For purposes of this analysis,the following applicable thresholds of significance have been used to determine <br /> whether implementing the proposed project would result in a significant impact. These thresholds of significance <br /> are based on the State CEQA Guidelines. The proposed project would result in significant hazardous materials <br /> impacts if it would: <br /> ► create a significant hazard to the public or the environment through the routine transport,use,or disposal of <br /> hazardous materials; <br /> ► create a significant hazard to the public or the environment through reasonably foreseeable upset and accident <br /> conditions involving the release of hazardous materials into the environment; <br /> EDAW Manteca WQCF and Collection System Master Plans EIR <br /> Hazards and Hazardous Materials 4.6-10 City of Manteca <br />
