SJCOG may also determine, based on an
independent review by a qualified biologist, that the following
measures will be implemented to reduce impacts on the vernal pool
crustaceans,California tiger salamander, and western spadefoot toad
if potential habitat is present in the project area and would be affected
by plan implementation.
Vernal Pool Crustaceans
► Filling of vernal pools will be delayed until pools are dry and
samples from the top layer of vernal pool soils are collected. Soil
collections will be sufficient to include a representative sample
of plant and animal life present in the pools by incorporating
N seeds,cysts,eggs,spores and similar inoculum.
► Collected soils will be dried and stored in pillowcases labeled
with the date and location of soils collected. Soils will be
deposited with the Joint Powers Authority(JPA). The JPA shall
retain the soils in a cool, dry area and shall be responsible for
providing soils to vernal pool construction managers for
CD
inoculating newly created vernal pools on Preserve lands.
p
California Tiger Salamander and Western Spadefoot Toad
T If potential California tiger salamander and spadefoot toad habitat is
determined to be present and could be affected, surveys will be
0 conducted according to the current protocol approved by the
0 Technical Advisory Committee(TAC)and the permitting agencies
CD
(i.e.,DFG and USFWS).If salamanders and/or toads are detected,
incidental take minimization measures will be developed in
CnC
coordination with the TAC and permitting agencies. This may be
conducted as part of the CWA Section 404 permitting process,if
such a permit is required. The measures will be based on the need to
avoid and minimize impacts on breeding, feeding, and sheltering
o behaviors of California tiger salamander and spadefoot toad, and will
ZZ M E include consideration of the following:
M m ► effects on aquatic habitat, including retaining pools and
v u
LTS=Less than Significant S=Significant PS=Potentially Significant SU=Significant and Unavoidable
