Operator states <br /> that he applied absorbent to leaking transmission fluid. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean accumulating transmission fluid and absorbent. Manage the waste <br /> according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department describing the storage and final <br /> disposition of the cleaned up waste. <br /> This is a repeat violation, Class II. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The following were observed in paint waste storage area: <br /> -Secondary containment for four 55 gallon paint waste drums observed with accumulating debris and liquid. <br /> -Secondary containment for 30 gallon used oil drum observed with accumulating oil and oily debris. <br /> -One expired fire extinguisher found on the ground. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment and fire extinguisher into proper working order by repair, <br /> replacement or testing.
