S i N A OA U(N Environmental Health Department
COUNTY
Small Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
Big Lots Tracy 4457 2681 N Tracy Blvd, Tracy June 25, 2019
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
405 CCR 66262.34(d)(2) Failed to manage incompatible wastes in containers properly.
An open blue tote was observed enclosed in an unlabeled plastic bag and on the ground adjacent to the HW storage
area. Marely did not know what was in the tote. Marely opened the bag and revealed the following waste contained in
the tote(IMG 7092-7098):
a.Approximately 11 cans of La Croix sparkling water coated in an unknown white powdery substance. This white
substance was also observed on the inside walls of the tote.
b.A partially empty and open 6 fl oz container of Cutter All Family Insect Repellent. Marely did not know what
happened to the missing liquid. The insect repellent was labeled as combustible, and according to the repellent's
Safety Data Sheet(SDS), the repellent is flammable.
c.A seemingly empty and open 44 fl oz container of Ultra Downy Odor Protect Fabric Conditioner+ Deodorizer.
Marely did not know what happened to the missing liquid.
d.A partially empty and open 18 fl oz container of Dawn Ultra Dishwashing Liquid. The liquid that remained in the
container was orange in color. This rest of this orange liquid from the container was observed spilled on the bottom
inside of the tote.
According to Marely, the above mentioned items are going to be disposed of as hazardous waste. It was unclear if
the tote contaminated with the dishwashing liquid and unknown white powdery substance would be disposed of as
hazardous waste. It was also unclear when the above mentioned waste was generated.
Potentially incompatible wastes shall not be placed in the same container, or in an unwashed container that previously
held an incompatible waste or material. A container holding a hazardous waste that is incompatible with any waste or
other materials transferred or stored nearby in other containers, piles, open tanks, or surface impoundments shall be
separated from the other materials or protected from them by means of a dike, berm, wall, or other device.
Immediately transfer or separate the potentially incompatible wastes to other containers or separate the containers.
This is a Class II violation.
FA0003106 PR0538909 SCO01 06/25/2019
EHD 22-01 Rev.09/27/2018 Page 9 of 11 Small Quantity Hazardous Waste Generator OIR
1868 E.
